About this file

This is a Contracting Officer's Determination document justifying a sole-source procurement under RFO Part 16.507-7 authority for the Minto Fish Facility Supply Water Pump and Motor Purchase for Detroit Dams.

The procurement involves a firm-fixed price commercial supply purchase order for equipment critical to the Minto Fish Collection Facility located along the North Santiam River below Detroit and Big Cliff Dams. The facility was rebuilt in approximately 2014 with six Facility Water Supply (FWS) pumps and five electrical motors; the critical spare pump and its onsite garage were destroyed by wildfire in 2020. The required equipment consists of one Patterson Pump Company 12x18 SAFV Vertical Pump (12" x 18" size, 6,500 gallons per minute capacity, 50-foot total dynamic head, 1,770 RPM), one Nidec Motor Corporation 125 HP 3/60/460 WP1 Motor (1,800 RPM), and three Motor Thermistors. The contracting officer determined the anticipated cost will be fair and reasonable, though the specific dollar amount is redacted. The justification cites that the pump, motor, and thermistors must be exact matches to existing in-service equipment to ensure facility operability and minimal downtime during equipment failures, as these components are critical to fish survival, collection, transportation, and well-being. Market research identified small businesses capable of sourcing Patterson Pump Company brand equipment. The procurement was approved by Contracting Officer Darrell D. Hutchens (Portland District, USACE) in September 2021, with technical certification provided by Justin Barrowcliff, Powerplant Mechanical Planner at Foster Dam.

a. Background: In approximately 2014 the Minto Fish Collection Facility Rebuild project was completed along the North Santiam River below Detroit and Big Cliff Dams. The facility required, and was provided, 6 Facility Water Supply (FWS) pumps and 5 electrical motors as power supply. The remaining pump is a critical spare. This spare pump is housed in an onsite garage. The garage and spare pump were both consumed by wildfire in 2020. The 5 in-service pumps and motors are available for use within the Intake and Pump Structure (IPS). Pumps draw water from the IPS sump inside the structure through pressure pipes to deliver water throughout the facility. Functionality of critical components and systems such as pre-sort pool, flumes, anesthesia tank, recovery tank, and eight post-sort pools require this water supply, along with many other miscellaneous areas.

b. Justification: Having a pump and adding a motor to have onsite as critical spares will ensure the facility runs as operated and intended should an in-service pump or motor fail. Facility water supply pumps are the heart of a fish collection facility, and are crucial for the survival, collection, transportation, and well-being of the fish within them.

It is also crucial that the pump and motor spares are an exact match to the 5 that are in service.

c. Impact: Having the ability to provide a direct replacement will ensure minimal downtime and unnecessary labor costs in a crucial situation. The operation of the facility and the lives of fish would be in grave danger until the spare pump and motor assist with getting the facility operational again. Additionally, any other pump or motor construction or configuration that was not designed for this specific application would either not work, not perform as intended, or require heavy costs in materials and labor for modifications.

6. Efforts to Obtain Competition: N/A. The pump, motor, and thermistors must be an exact match to the existing pumps and motors at the facility.

7. Actions to Increase Competition: N/A. The pump, motor, and thermistors must be an exact match to the existing pumps and motors at the facility.

8. Market Research: Market research identified potential small businesses that would be capable of sourcing Patterson Pump Company brand equipment.
