About this file

This is a Combined Synopsis/Solicitation & Notice of Intent to award a Brand Name purchase order for MATLAB Licenses. The Department of War (DoW), through the AFTC/PZZG Flight Test Contracting Branch, is soliciting quotes for MATLAB software licenses to enable engineers at Edwards Air Force Base, CA to analyze datasets and create comparisons supporting the CTF (Comparative Test Facility) mission. The notice ID is FA9302-26-Q-0117, with NAICS code 513210 (Software Publishers) and PSC code 7A20 (Application Development Software). This announcement constitutes the only solicitation; quotes are requested and no written solicitation will be issued. All interested parties must be authorized resellers of The MathWorks, Inc. to be considered.

The response deadline is August 31, 2026 at 8:00 AM PST, with questions due by August 26, 2026 at 12:00 PM PST. Quotes should be submitted via email to jenna.jacobson@us.af.mil and must include delivery lead time, warranty and support plan details, quote validity period, CAGE/UEI number, and discount terms. Pricing must include freight FOB Destination Edwards AFB, CA 93524, with a projected period of performance of 30 days ARO (After Receipt of Order). Award will be made using the Lowest Price Technically Acceptable (LTPA) evaluation method, based on the vendor's ability to provide required MATLAB Licenses and authorized reseller status. The justification for brand name procurement cites that MathWorks is the sole proprietor of MATLAB, currently used base-wide for continuity, and that switching to alternative software would require expensive re-development of the existing code-base and result in millions of dollars in increased costs. Market research confirmed the requirement is unavailable through AbilityOne, Federal Prison Industries, and DoW Enterprise Software Initiative, with direct purchase from MathWorks providing a 25% discount over NASA SEWP authorized vendors.

Description of Requirement

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Department of War (DoW) intends to award a Brand Name, FFP purchase order for the procurement of MATLAB Licenses to allow engineers to appropriately analyze data sets and create comparisons important to the CTF mission.

Notice of Intent to Award a Brand Name

Subject Description

Statutory Authority

10 U.S.C. 3204(a)(1) as implemented by RFO 12.102(a) (Commercial Products and Services): Only one source is available.

Justification An award for any other product/source would result in the need to re-develop the existing engineering data analysis code-base with a different technical computing language. Additionally, MathWorks is the sole proprietor of MATLAB and the current software used at the CTF as well as across the base for continuity. Cost to locate a comparable program and to implement would increase the cost significantly, not only for the CTF but base wide. In seeking other contractors to fulfill this need would cost the government millions of dollars as this is a base-wide system. All vendors interested in providing this requirement MUST be authorized resellers of The MathWorks, Inc.

Scope of Work

MATLAB Licenses – See attached SOR for requirement details.

Market Research

Market research was conducted by the mission partner via Internet research and the use of historical data. In seeking other contractors to fulfill this need would cost the Government millions of dollars as this is a base-wide system by using a different technical computing language compared to MATLAB, and lacks MATLAB compatibility.

Contracting researched mandatory sources and found that the MATLAB licenses were unavailable through AbilityOne, Federal Prison Industries, Inc. (FPI), and Department of War Enterprise Software Initiative (DOW ESI). Contracting also reached out to MathWorks to inquire about potential authorized resellers and was advised that there are some through NASA SEWP. However, due to a 25% discount available directly through MathWorks, Inc., purchasing through an authorized vendor would result in a $29k increase in cost.

This requirement is not available through the following mandatory sources:

AbilityOne

Federal Prison Industries, Inc. (FPI)

Department of War Enterprise Software Initiative (DOW ESI)

Instructions to Interested Parties

This announcement constitutes the only Request for Quotation (RFQ). Quotes shall include Freight: FOB Destination Edwards AFB, CA 93524.

Projected PoP: 30 Days ARO

NAICS 513210 "Software Publishers" - Size Standard $47,000,000

Vendors who believe they can meet this requirement for MATLAB Licenses as described above are invited to submit a quote. All interested parties must be authorized resellers of The MathWorks, Inc. to be considered.

Offerors are required to submit their Quote with enough information for the Government to evaluate the minimum requirements detailed in the RFQ.

EVALUATION CRITERIA: Order will be awarded to the vendor whose quote provides the Lowest Price Technically Acceptable. The following factors may also be considered (in addition to price:

(1) Past performance.

(2) Special features of the supply or service required for effective program performance.

(3) Trade-in considerations.

(4) Probable life of the item selected as compared with that of a comparable item.

(5) Warranty considerations.

(6) Maintenance availability.

(7) Environmental and energy efficiency considerations.

(8) Delivery terms.

The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021) applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

***Please read the evaluation criteria closely. If vendor does not provide a full response, it will be found unresponsive***

The solicitation provides that quotations will be evaluated using Lowest Price Technically Acceptable (LTPA). The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical acceptability.

This factor is the: (1) Ability to provide the required MATLAB Licenses, (2) Authorized Reseller of The MathWorks, Inc. The agency will first rank quotations according to price, from lowest to highest, and will evaluate the lowest-priced quotation as either technically acceptable or unacceptable, reserving the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government.

Evaluation Factors:

1. Price

2. Technically Acceptability

The Government will award a purchase order resulting from the RFQ to the responsible offeror whose quote is responsive to the RFQ, who is an authorized reseller/partner of The MathWorks, Inc. and considered to be the LTPA.
