About this file
This document is a Brand Name Justification form for the Department of Veterans Affairs, specifically for the Greater Los Angeles VA Healthcare System. The agency requires a contractor to replace a failed Grundfos CR32-7 boiler feed pump at the West Los Angeles VA Medical Center. There are three total boiler feed pumps, all of the same Grundfos CR32-7 make and model, and replacing the broken pump with an identical model is necessary to maintain operational consistency and cost-efficiency. Market research confirmed the equipment is available through Service-Disabled Veteran-Owned Small Business (SDVOSB) Original Equipment Manufacturer (OEM) authorized sources, with an expectation of fair and reasonable pricing through competition. The procurement is over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT) at $350,000, and the document was digitally signed by the Contracting Officer on December 17, 2025.

DEPARTMENT OF VETERANS AFFAIRS
Brand Name Justification IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)
Acquisition Plan Action ID: 36C262-26-AP-1760
1. Contracting Activity: Department of Veterans Affairs, VISN 22, West Los Angeles VA Medical
Center, Greater Los Angeles VA Healthcare System.
2. Brief Description of Supplies/ Services required and the intended use.
The Greater Los Angeles VA Healthcare System, West Los Angeles VA Medical Center, is seeking a contractor to replace an existing boiler feed pump specifically, brand name, Grundfos CR32-7.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a brand name specific requirement to replace a boiler feed pump supporting the existing boilers and auxiliary equipment at the Greater Los Angeles VA Healthcare System. There are three boiler feed pumps in total and one out of the three, Grundfos CR32-7 boiler feed pump, has failed.
All three boiler feed pumps are Grundfos CR32-7 make and model. To ensure operational consistency and cost-efficiency, all pumps must be of the same make and model. Using a different make and model would introduce unnecessary complexity and expense to the government to purchase different sets of parts and different sets of maintenance plans. Therefore, it is essential that the contractor provides and replaces the broken boiler feed pump with Grundfos CR32-7 model to ensure the continued performance of the existing boiler systems in place.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted to determine if there are any authorized retailers of the required equipment. The market research revealed the equipment is available through SDVOSB OEM authorized sources. Therefore, it is expected that there are two or more verified SDVOSB sources that can meet the requirement and that fair and reasonable pricing can be determined through competition.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
