About this file
This document is an Amendment with Questions and Answers for Solicitation 36C26226Q0214, issued by the Department of Veterans Affairs Network Contracting Office 22 in Long Beach, California. The solicitation is for the replacement and installation of a new Grundfos CR32-7 Boiler Feed Pump at the West Los Angeles VA Medical Center, set aside exclusively for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The amendment provides detailed responses to 20 vendor questions, clarifying key details such as no site visit will be conducted, the project involves complete replacement of the boiler feed pump's top, bottom, motor, and stack, and electrical connections are required.
The solicitation is for a firm fixed-price contract under NAICS code 238220 with a small business size standard of $19.0 Million. The contractor will be responsible for removing and disposing of the existing pump and motor, with no additional drawings or site visits provided. The offer close date remains January 7, 2026, at 2:00 PM PST. Notable specifications include a strict requirement for the Grundfos CR32-7 model with no approved equals, tax-exempt status, and compliance with VA Directive 1810 regarding equipment bolting. Wage Determination 2015-5613 applies to this requirement, and the project involves working in Building 295's Boiler Plant with easy access and ample working space.

Solicitation 36C26226Q0214 Amendment 0001- Questions and Answers
1. Could you please advise whether a site visit is scheduled or anticipated for this requirement? If so, what is the proposed date, time, and any instructions confirming attendance. There will be no site walk; all the information has been written in the scope of work. In addition, refer to pictures on question #2 for the location of the BPF and connections.
2. Will there be a site visit to review existing conditions? No, there will be no site visit, however, please see pictures (6 total) below for the conditions and connections.
3. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. Yes, this is a new contract. Please reference FPDS.gov for any contract award information regarding research purposes.
4. We believe a site visit would allow us to properly assess site access, labor requirements, and existing site conditions, ensuring that we submit a comprehensive and competitive response. Please let us know if there is availability for our representative to meet with an on-site Point of Contact. Could you provide pictures of the pump and pump tag? Please refer to the statement of work and Question #2 for pictures of the pump and pump tag.
5. Is there an estimated budget available for this project? This is a competitive solicitation. If interested, please submit your best offer in accordance with the solicitation.
6. We understand that no formal site visit is scheduled under the solicitation; however, due to the restricted access nature of Building 295 (Boiler Plant) and the mechanical and electrical tie-ins associated with this requirement, we respectfully request confirmation on whether a site visit or escorted site walkthrough may be arranged for interested offerors prior to the quotation deadline. Please refer to answers on Question #2.
a. If a site visit is permissible, please advise on:
· Availability and proposed dates/times (within normal working hours, if applicable)
· Any security or access procedures that must be followed
b. If a site visit cannot be accommodated, please confirm so that we may proceed accordingly and ensure our pricing and assumptions are fully aligned with the solicitation requirements.
7. Will shop drawings, cut sheets, or as-built drawings of the existing installation be provided? We do not possess any drawings; all work will be performed on the first floor with easy access and ample working space.
8. Are new motor starters, VFDs, or control components required, or will existing controls be reused? The entire BFP top and bottom, motor and stack are to be replaced. No controllers needed, only electrical connections and disconnections needed.
9. What is the estimated weight and removal path for the existing pump and motor?
Please research the combined weight of the motor and stack. My approximate weight estimate is several hundred pounds. This can be separated into two parts, stack and motor.
10. Can the VA confirm the available electrical voltage at the point of connection? Please see Statement of Work for further information in addition to ID plates for voltage.
11. Can the Government confirm that Grundfos CR32-7 is the exact required model, with no approved equals or substitutions? Yes, this is correct. Please refer to the brand name justification document in solicitation.
12. Is this project tax exempt? If so, will a tax exemption certificate be provided? Yes, this is a government requirement and is Tax exempt.
13. Are there any hazardous materials used on the piping or piping supports? LOTO will be required to avoid electrical hazards as stated in the Statement of Work.
14. Will a site visit be allowed prior to quote submission? Please refer to Question #2 for answer.
15. Are there any rigging, hoisting, weight, or clearance limitations within Building 295 that could affect pump removal and installation? No.
16. Is the contractor responsible for removal and disposal of the existing pump and motor, and should all such costs be included in CLIN 0001? Yes.
17. Who is the incumbent control contractor for the facility? Please reference FPDS.gov for any contract award information regarding research purposes. We cannot provide incumbent contractor information.
18. Is the contractor responsible for the replacement of the removal and replacement of the mechanical piping insulation? If so, please specify the type of insulation required. No, there is no insulation on the BFP itself. Please see pictures provided in Question #2.
19. What is the NPS of the inlet side of the pump? We have a 2 inch flange 8 bolt assembly, not threaded. Please note, 307 A bolts are not permitted on any equipment due to safety concerns.
20. What is the NPS of the outlet side of the pump? We have a 2 inch flange 8 bolt assembly, not threaded. Please note, 307 A bolts are not permitted on any equipment due to safety concerns.
Please ensure that Question numbers 19 & 20 are understood, no 307 A bolts are permitted per VA Directive 1810.
