About this file
This is a Sole Source (Including Brand Name) Justification document for a U.S. Air Force acquisition of the CRFS Active Monitoring System. The U.S. Air Force Pacific Air Forces (PACAF), 18th Wing, 18th Contracting Squadron at Kadena Air Base, Okinawa, Japan is seeking passive air defense systems that can augment radar by identifying and geolocating aircraft transmissions while remaining invisible to electronic detection. The RF receivers will be deployed at ground level, operating 24/7 and capable of detecting specific tactical data link signals from airborne targets.
The justification emphasizes maintaining brand consistency with CRFS across USAFE-AFAFRICA and PACAF installations to ensure seamless network interoperability. Three vendors have expressed interest: Integration Technologies Group, CRFS Inc, and 4 Star Technologies. The solicitation will be posted on SAM.gov to allow maximum competition. The contracting activity (18 CONS/PKA) is using the purchase request number FA5270-25-Q-A115, with the procurement categorized as "Other Contracting" and authorized under AFFARS 5313.501. The document indicates the procurement is intended to leverage existing infrastructure, reduce implementation timelines, and avoid substantial redesign costs associated with changing system brands.

I. Contracting Activity.
U.S. Air Force (USAF), Pacific Air Forces (PACAF), 18th Wing, 18th Contracting Squadron, Kadena Air Base, Okinawa, Japan
II. Nature and/or description of the action being processed.
The mission partner is requesting CRFS Active Monitoring System Passive air defense systems that can augment radar by identify and geolocation aircraft transmissions while remaining invisible to electronic detection. RF receivers deployed at ground level, operating 24/7 and can be turned on to detect specific signals of interest (tactical data links) emitted by airborne targets.
III. Description of supplies/services required to meet agency needs.
CRFS' air defense solution allows users to hunt across a wide and congested spectrum with dedicated signal detectors that discriminate specific signals of interest hundreds of kilometers away from the RF sensor network. Results can be displayed in any number of way to represent distance, signal strength and signal type. Users can identify specific transmission types and fade geolocations over time to build a complete intelligence picture. This data can be displayed live or fed into an existing C2 system.
IV. Statutory authority permitting other than full and open competition.
Maintaining a consistent brand for the CRFS Active Monitoring System across all bases is essential for interoperability.
Standardizing on the CRFS brand for NIPR-based systems aligns with existing USAFE-AFAFRICA and PACAF installations, leveraging previously approved configurations and ensuring seamless integration across the entire network. This approach simplifies maintenance, training, and logistics.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Standardizing on the CRFS brand for the Active Monitoring System across all bases is essential. Using the same brand, already approved and in use across USAFE-AFAFRICA and PACAF, ensures seamless NIPR network integration and interoperability. Deviating from the CRFS brand would negatively impact system performance, create integration challenges, and complicate training and logistical support. Therefore, maintaining brand consistency with CRFS is critical.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The solicitation will be posted on SAM.gov to allow for maximum competition.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Three vendors have expressed an interest in this acquisition. With the publication of this justification, the vendors will know that they have competitors, and each will propose with the expectation of competition which should result in fair and reasonable prices.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
To ensure the effective and efficient deployment of the Active Monitoring System, a comprehensive market research effort was undertaken. This included an extensive online search and review of previous CRFS Active Monitoring System procurements, identifying three potential vendors interested in providing quotations. However, this research revealed the paramount importance of maintaining brand consistency with the existing CRFS infrastructure, already operational within USAFE-AFAFRICA and PACAF. Standardizing on CRFS ensures seamless interoperability and integration across

Furthermore, it allows us to leverage previously approved configurations and security protocols, significantly reducing implementation timelines and avoiding substantial redesign and retrofit costs associated with adopting a different brand. Implementing an alternative system would necessitate a complete system-wide change, potentially requiring significant hardware and software modifications, leading to project delays and unnecessary expenditures. Therefore, based on our findings, a sole source award to acquire the CRFS Active Monitoring System is justified, as it is essential for maintaining interoperability, leveraging existing investments, minimizing costs, and ensuring a timely and effective deployment to meet critical operational needs.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
N/A
X. List of any sources that expressed, in writing, an interest in the acquisition.
The following vendors expressed interest in this requirement:
Integration Technologies Group CRFS Inc 4 Star Technologies
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
If a new active monitoring system product becomes available and will seamlessly operate with the exisiting USAF infrastructure, those items will be considered for future purchases.
