About this file

This is the second solicitation amendment issued by the Arizona Department of Emergency and Military Affairs (DEMA) Procurement Office for a technical rescue equipment contract (BPPM007160/M25-0036). The amendment maintains the original due date of September 26, 2025, at 3:00 PM Arizona time and requires vendors to acknowledge receipt and sign the amendment with their bid submission. The amendment clarifies several product specifications and removes one line item (Line 19) while confirming another item specification (Line 4, 6mm at 100M). Vendors who previously submitted bids must resubmit their complete bid package in the current round to remain eligible for evaluation, as failure to resubmit will negate all previous submissions. The contract aims to establish one or more vendors to supply comprehensive technical rescue response equipment and supplies for DEMA Fire and Emergency Services operations across diverse environmental conditions.

The amendment provides critical clarification on pricing methodology and bid submission procedures. Vendors must propose a percentage discount off the manufacturer's suggested retail price (MSRP) or retail/catalog pricing for all eligible equipment and supply purchases, with vendors required to enter $1.00 in the cost line item field within the application system while clearly indicating the percentage discount being offered. Vendors not offering a discount must submit 0% with the mandatory $1.00 entry; failure to include the $1.00 amount will result in the bid being marked as "No Bid" and excluded from evaluation. Delivery date fields should be left blank as individual orders will be placed at varying times throughout the contract period. Vendors may propose discounts across multiple product lines and quantities, and all terms and conditions from the original solicitation remain in effect.

SOLICITATION NUMBER: BPPM007160 / M25-0036

DEMA FD Technical Rescue Equipment SOLICITATION AMENDMENT # Two (02) ISSUE DATE: September 24, 2025

SOLICITATION AMENDMENT

The Due Date, September 26, 2025, at 3:00 PM (AZ TIME) shall remain the same

Vendors shall acknowledge all changes/additions/deletions by signing and submitting this amendment with their bid.

Vendor Acknowledgement: ___ ____ Date: ____________________

Please be advised, if your company already submitted a bid and attachments in a previous round of the above listed solicitation, the bid MUST be resubmitted in the current round to have your company considered in the bidding process of this project. Failure to do so would negate previous submission and the bid submitted would not be reviewed.

The following questions have been submitted related to the above-mentioned solicitation:

1. Question: Line 4 says - “6.6mm TRC 100mm, tan in color” – I’d like to confirm you’re looking for Sterling

6mm TRC @ 100M?

Response: 6mm at 100M Question: Line 19 says – “MBS 49KN Para Aramid black in color” – This appears to be a description for a CMC Texora mamba which are already above this line. Was there another item that should be here in its place?

Response: Line 19 shall be removed. (Mamba related products requested are listed under 3.3.1.)

2. Question: I some questions on how to respond to the bid for the multiple product line items. I’ve attached a copy of the quotation form. The Answer Grid in APP is in the same format. I’m not sure how to complete the Answer Grid or the attached quotation form. It has under Code column 01 Percent Off MSRP and Offeror Shall Indicate Percent Off MSRP under Label column.

2.1. Do we need to provided this information for each product?

2.2. How do I enter the actual multiple products on the Bid with the quantities and pricing?

2.3. Do I remove the 01 Percent Off MSRP under Code and replace it with something else?

2.4. Do I replace Offeror Shall Indicate Percent Off MSRP under Label with something else?

2.5. Under Unit it is prepopulated with PCNT. Do I change it to the actual Unit type i.e. EA.

2.6. On the form there is a column G for Delivery Date and column K for Delivery Date 1 what is the difference between these fields?

2.7. Since we don't know the order date we usually quote the number of days or weeks after receipt of order. We don't have a way of providing a delivery date since we don't have an order date. What is expected to be populated in these fields?

Response:

2.1 We are looking for a response of a % discount off msrp.

2.2 See 2.1 response.

2.2 See Vendor Response Instructions below.

2.3 No

2.4 No

2.5 Vendors shall propose a discount off their manufacturer’s suggested retail price (MSRP) retail or catalog pricing for all eligible equipment and supply purchases made under this contract.

2.6 Delivery information shall be left blank as each order will be placed at differing times.

2.7 Delivery information shall be left blank as each order will be placed at differing times.

Vendor Response Instructions: Vendor shall provide a Percentage of Discount Off for all parts and accessories for purchases and requirements. Indicate a price of $1.00 in APP. It is imperative that the amount of $1.00 be submitted in the line item space if you are responding to this solicitation. This does not imply that the actual dollar amount is $1.00. In addition to $1.00, vendor MUST indicate on line item the percent discount being offered. Please note that if this space is left blank or $0.00 in the APP system, the system will consider your response a "No Bid" and your response will not be evaluated. 6.2. NOTE: Vendors may or may not offer a discount. If a vendor does not offer a discount the percent off discount would be 0% (but the amount of 1.00 must be entered in the cost).

3. Question: How do you know what Manufacturer you are getting a % off of? And how can I enter the % off?

Response: Please see responses to previous questions.

ALL OTHER TERMS AND CONDITIONS SHALL REMAIN IN THEIR ENTIRETY.

END OF AMENDMENT
