About this file
This is a Request for Qualifications (RFQ) for Construction Manager at Risk (CMAR) services issued by the Arizona Department of Administration, General Services Division, on behalf of the Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR). The solicitation seeks a qualified contractor to provide pre-construction and construction phase services for HVAC system upgrades at the Arizona State Prison Complex (ASPC) - Eyman facility located in Florence, Arizona. The scope of work includes removal of existing evaporative coolers and corroded ductwork, replacement with new HVAC units and ductwork in multiple buildings (Meadows, Cook, Rynning/SMU II, and Browning/SMU I), and installation of natural gas lines to the SMU I building. Statements of Qualifications were due by 3:00 p.m. Arizona time on November 14, 2023. The estimated project construction cost is $26,927,406.00, though the State makes no guarantee as to actual spend. The procurement schedule indicated negotiations to commence November 22, 2023, with award targeted for December 7, 2023. The selected contractor will collaborate with ADCRR and the A/E Design Team using a team approach, proceeding through a Preconstruction Phase to develop a Guaranteed Maximum Price (GMP) proposal, followed by a Construction Phase contract upon acceptance of terms and conditions.
Cost information was not requested or considered during the qualifications evaluation process. The evaluation criteria prioritized experience and qualifications (400 points maximum), method of approach (350 points maximum), and capacity and capability (250 points maximum), for a total of 1,000 possible points. A Selection Committee composed of no more than seven members, including a Licensed Architect/Engineer and a senior manager of a licensed contractor, created a ranked list of three to five qualified submitters. The Procurement Officer issued formal invitations to negotiate with the highest-ranked submitter, with subsequent negotiations proceeding down the ranked list if necessary until a mutually agreed contract could be executed. Bidders were required to maintain an active Arizona State Contractors License at the time of SOQ submission, with joint venture participants each requiring valid licenses. Contractors must comply with extensive special terms and conditions specific to correctional facility work, including security clearance requirements, prohibited contraband policies, compliance with the Federal Prison Rape Elimination Act, and adherence to specific dress codes and institutional policies. Insurance requirements included Commercial General Liability with a $10,000,000 general aggregate limit, Business Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at statutory limits, and Builders Risk coverage equal to the contract amount plus additional coverage for change orders.
