About this file
This is a Procurement File Memorandum and Executive Summary from the Arizona Department of Health Services (ADHS) and Bureau of Nutrition Program Administration (BNPA) regarding Request for Proposal BPM005142 for WIC Investigative Services. The solicitation was posted on August 11, 2023, with an initial proposal due date of August 28, 2023, which was extended to September 5, 2023 via amendment. A Pre-Offer Conference was scheduled for August 14, 2023. The RFP was advertised in the Arizona Republic Newspaper, published on the ADHS website, and distributed to 198 suppliers using APP commodity code 92121604 for Private Investigation Services. The objective of the contract is to establish services to determine if WIC vendors and clinics are violating WIC regulations and to assess WIC participant compliance with program rights and obligations. Services would support WIC program operations across all fourteen Arizona counties or parts thereof, serving income-eligible pregnant, breastfeeding, and postpartum women, infants, and children up to five years of age determined to be medically at risk.
Only one proposal was received from Sentinel Solutions, LLC by the September 5, 2023 deadline. The Evaluation Committee, consisting of Scott Humes, Christopher Hale, and Jennifer Manley, conducted an evaluation meeting on October 3, 2023, and determined that clarifications were required. During the October 11, 2023 evaluation meeting, the committee concluded that the current Scope of Work no longer met program needs. Consequently, the Chief Procurement Officer determined on December 5, 2023, that the contract would not be awarded and the solicitation would be cancelled, with a new solicitation to be issued with a revised Scope of Work. The contract is funded through USDA funds administered to twenty-one local health agencies and one Native American tribe.

SUBJECT: Executive Summary for Request for Proposal BPM005142, WIC Investigative Services
This Request for Proposal (RFP) commenced under the Revised Arizona Procurement Code, Revised November 2022, Revised Arizona Statute §41-2534, Competitive Sealed Proposal followed, including R2-7-C301 (Solicitation), R2-7-C302 (Pre-Offer Conferences), R2-7C303 (Solicitation Amendment), R2-7-C306 (Receipt, Opening, and Recording of Offers), R2-7-C316 (Evaluation of Offers), R2-7-C308 (Cancellation of Solicitation After Offer Opening and Before Award), and R2- 7-C309 (Only One Offer Received).
1. Background
1.1. The ADHS and BNPA administer funds provided by the USDA for the operation of the Special SNAP for the WIC Program within the State of Arizona. Federal funds are distributed to twenty-one (21) local health agencies (governmental and community-based private non-profit) and one (1) Native American tribe. WIC services are provided in fourteen (14) Arizona counties or parts thereof. This cost-effective nutrition intervention program is designed to improve the nutritional status of income eligible pregnant, breastfeeding, and postpartum women, infants, and children up to the age of five (5) years who are determined to be medically at risk.
1.2. WIC has four (4) major components: health services, nutrition education, breastfeeding education, and supplemental foods. Participants are screened for eligibility during the certification process by WIC staff at an LA clinic for one (1) or more nutritional risks when certain financial and State residential criteria are met.
Participants/authorized representatives receive food benefits for specific quantities and categories of WIC authorized foods on an e-WIC card. Authorized Vendors, which meet certain selection criteria (See 2.3), have signed Contracts with ADHS to accept an e-WIC card as payment for WIC food purchases. The foods provided through the WIC program are not intended to provide a complete diet, but rather supplement foods already being consumed. WIC foods are selected to meet certain USDA nutritional requirements for vitamins, minerals, and protein. Therefore, there are no substitutions for WIC authorized foods.
2. Objective
To establish a Contract in order to determine if WIC vendors and/or clinics are violating WIC regulations and to determine if WIC participants are compliant with WIC rights and obligations.
