About this file

This is a Questions and Answers document from a Request for Proposal (RFP #BPK-20-198) issued by the University of Wisconsin Oshkosh for International Student Recruitment Services. The RFP seeks proposals to increase university brand awareness, generate enrollment growth among non-resident alien students, diversify the student population, and support prospective students through university and visa application processes. The document addresses vendor inquiries regarding service delivery, pricing flexibility, and transfer program participation. Specific details regarding response deadlines, bidder conferences, site visits, award dates, and contract terms are not included in this Q&A document.

Regarding pricing and contractual terms, vendors are permitted to charge fees exceeding UW-Oshkosh standard fees provided that additional services are fully detailed in their RFP submissions. The document clarifies that while UW-Oshkosh cannot guarantee international student admission to UW-Madison, the UW System administers a Guaranteed Transfer Admission Program requiring students to submit a Declaration of Intent and meet specified transfer criteria. Transfer eligibility can occur after completing the minimum credit requirements established by UW-Madison, with separate thresholds available for students applying outside the formal Guaranteed Transfer Admission Program. Additional program details and transfer requirements are available through UW-Madison's admissions office and transfer agreement documentation.

RFP# BPK-20-198

INTERNATIONAL STUDENT RECRUITMENT SERVICES

VENDOR QUESTIONS/ANSWERS

1. Can we charge more than the UW-Oshkosh fees per year that would include the additional services that we provide?

ANSWER: Yes. That is allowed but should be fully detailed in your RFP submission.

2. Can UW-Oshkosh guarantee international students admission to UW-Madison if they meet their transfer conditions? Can the transfer be after the first year or only after 2 years as stated on the UW-Oshkosh website?

ANSWER: While, UW Oshkosh cannot guarantee admission to UW Madison, UW System oversees a Guaranteed Transfer Admission Program that requires students to submit a "Declaration of Intent" to participate. Students who submit this form and meet all transfer criteria required by UW Madison, including minimum credits earned, may participate. Further details can be found at https://admissions.wisc.edu/transfer-agreements/ (see UW-Madison/UW Colleges Transfer Contract Requirements).

In addition, a student may apply to transfer after completing the minimum number of credits required by UW Madison for transfer applicants who apply outside of the Guaranteed Transfer Admission Program. This minimum is lower than the minimum required through the Guaranteed Transfer Admission Program. See https://admissions.wisc.edu/apply-as-a-transfer/ for details.
