About this file
Summary: Attachment C - Financials/Cost Proposal
This is a financial proposal attachment for the University of Wisconsin Oshkosh's request for proposals (RFP#BPK-20-198) to recruit international F-1 and J-1 visa students. The RFP seeks to increase brand awareness, generate enrollment growth in the non-resident alien student population, diversify enrollments, and support prospective students through university and visa application processes. Proposers must complete three tables within this attachment to be considered responsive: Table 1 requires vendors to indicate their proposed revenue share percentage or lump sum payment per recruited student across a five-year enrollment period; Table 2 requires vendors to estimate fixed program expenses that the University will cover annually through fiscal year 2025; and Table 3 requires vendors to provide enrollment projections for the first five years of partnership, including new first-year students, transfer students, graduate students, and intensive English language students across all UWO campuses, along with detailed assumptions supporting these forecasts. All proposers must complete the orange-highlighted cells for their bids to be considered responsive.
Revenue sharing under the partnership is limited to tuition charges associated with F-1 or J-1 visa recipients recruited through the vendor's recruitment channels, currently $13,995.57 annually for full-time undergraduate students at Oshkosh Campus and $12,321.12 annually at Fox Cities or Fond du Lac Campuses. Vendors may propose either a percentage of tuition revenue or a lump sum payment per student per enrollment year. UWO will continue revenue-sharing payments only while recruited students remain enrolled. Table 2 requires vendors to itemize anticipated program expenses across multiple categories including marketing, advertising, fixed annual recruitment costs, foundation program development, student services, labor/staffing, administrative/overhead, information technology integrations, and miscellaneous administrative costs. Questions regarding this financial proposal attachment should be directed to Procurement Lead Brian Klinger at klingerb@uwosh.edu.

Directions Attachment C: Directions for Completion of the Financials/Cost Proposal
Proposers must complete the orange highlighted cells in both tabs of the Exhibit for their bid to be considered responsive.
All Proposers must complete:
Table 1. Indicate a percentage of tuition revenue for each student that will be recruited through Proposer's recruitment channels across a 5 year school profile. Hence, if the tuition share or lump sum payment changes acrossa typical students years of enrollment, please indicate how. Note: Total costs per student of $0.00 will be assumed to be $1.00 for scoring purposes. (See Costs tab)
Table 2. Complete the estimated 'Vendor Program Expenses to be covered by UWO' section. UWO is requesting vendors provide information on fixed costs that are likely or expected to accrue to UWO as part of the partnership, so UWO leadership can assess the financial risk and expectations that UWO is taking by engaging in the partnership. (See Costs tab)
Table 3. Complete an enrollment projection for the first five years of the partnership. UWO expects each Proposer to provide detailed information on the assumptions and considerations built into these forecasts to be considered responsive.(See Enrollment Tab)
Additional information and relevant assumptions for pricing proposals presented in Table 1:
· Under the partnership, UWO will only share revenue associated with tuition charges (at present $13,995.57 annually for a full-time undergraduate student at the Oshkosh Campus), associated with F-1 or J-1 Visa recipient enrolled at UWO, and recruited through the partner’s recruitment channel. Similarly, UWO will only share revenue associated with tuition charges (at present $12,321.12 annually for a full time student at the Fox Cities or Fond du Lac Campuses), associated with F-1 or J-1 Visa recipient enrolled at UWO, and recruited through the partner’s recruitment channel.
· Given the nature of the partnership and focus on student success, UWO will only continue to execute revenue sharing payments so long as the student remains enrolled at UWO.
