About this file

This is a pre-bid conference agenda and sign-in sheet for Colorado Parks & Wildlife's Northeast Region related to furnace replacement at Boyd Lake State Park in Loveland. The project, designated S26PNE-7531, involves the removal and installation of gas-fired furnaces across four bathroom buildings: two furnaces in the AB Bathroom, one in the CD Bathroom, one in the EF Bathroom, and one in the Marina Bathroom. The scope includes performing building heat load calculations and equipment sizing verifications prior to equipment ordering, furnishing Lennox Merit Series high-efficiency gas-fired furnaces with 96% thermal efficiency, and conducting testing and balancing services after installation. An optional pre-bid conference was held on September 24, 2026, at the project site with Dmitry Tepo serving as the Project Manager. Written questions were due by 10:00 a.m. on September 29, 2026, and bids were due by 10:00 a.m. on October 6, 2026, via email, fax, or hand delivery to the Northeast Regional Office at 6060 Broadway, Denver, CO 80216. The contractor must complete all work within 30 calendar days of receiving the Notice to Proceed, with specific occupancy restrictions requiring all bathrooms to remain operational through October 31, 2026, and allowing only one bathroom closure at a time for a maximum of four consecutive business days (Monday through Thursday) until November 1, 2026, when the EF Bathroom becomes exclusively available for work.

Bidders were required to submit a signed bid schedule acknowledging any addenda, a Contractor's Qualifications and References Statement, a completed W-9 form, and SDVOSB certification through the U.S. Department of Veterans Affairs if applicable. Service Disabled Veteran Owned Small Businesses (SDVOSBs) are eligible for a 5% bid preference if properly certified. Addendum No. 1, issued September 29, 2026, restructured the work scope by designating AB and CD Bathroom furnace work as Base Bid Items and EF and Marina Bathroom work as Optional Bid Items, allowing awards based on budget availability. The bid schedule includes 17 line items with lump-sum pricing, and bidders must provide complete bids for all items, including optional items, to enable the Division to select the combination representing the lowest responsible bid within available funds. Required insurance includes workers' compensation, commercial general liability of $1 million combined single limit, and automobile liability of $1 million per accident. Liquidated damages are assessed at $275 per day for work not completed by the contract deadline. The tentative Notice of Award was October 12, 2026, with the Notice to Proceed scheduled for November 1, 2026, and Substantial Completion required by November 30, 2026.
