Section A: General Contract Information

Yes NoIs this a Bridge Action as defined in the AF Bridge Action Reduction Plan?

Contracting Activity: 6 CONS/PKA

Project/Program Name: PKA - Bowling - 6 FSS

Purchase Request / Local ID Number:F2V30X1218A002/FA481422TF005

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required Specialized services require removal and replacement of the 12 bowling lanes, ball returns and all the correlating mechanics. Most of the tools and materials used are specialized to Bowling Lane operations. Lanes, gutters, ball returns, pinsetters and scoring screens are all part of the physical bowling operation with licensed software that has the capability to interface daily with the NAF business enterprise system responsible for reportable financial data and operational metrics. AFIMSC Services Activities requires all AF Bowling operations to follow established standards to include the materials and qualified vendors to ensure the integrity/atmosphere of the game is never compromised.

Section C: Rationale for Soliciting from a Single Source or Brand Name

Please reference the attached policy letter from Air Force Services Agency to Air Force Contracting Officers directing Air Force Bowling centers to purchase Bowling software and equipment from QubicaAMC, who is currently the only authorized vendor for Bowling. This is the only vendor that has software to successfully interface with the Shared Service Center's financial and business reporting system.

Section D: Efforts to Obtain Competition

This is a Single Source requirement, and there are no other vendors available because of software compatibility issues.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

We will continue to evaluate similar requirements in the future along with Air Force guidance on authorized and required weapons platforms.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
