II. PROPOSAL PREPARATION AND EVALUATION INFORMATION

1. Proposal Preparation Instruction: The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements.

Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.

Proposals must be complete, self-sufficient, and respond directly to the requirement of this solicitation. Proposals shall be sent to SrA Riley Henry at riley.henry@us.af.mil and TSgt Brandon Gilbert at brandon.gilbert.9@us.af.mil.

2. The response shall consist of the following via electronic mail:

• Cover page on company letterhead (1 Page)

• Section I – Technical

• Section II – Pricing Breakdown

3. Offers will be evaluated utilizing the following evaluation criteria:

Basis for Award: A single award will be awarded to the Offeror whose proposal conforms to the Solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this solicitation).

The Government will evaluate the technical acceptability on an acceptable or unacceptable basis. The total price will be calculated as the lump sum of the contractor’s prices submitted. If the proposal with the lowest price is determined technically acceptable, the Government will evaluate the contractor’s price, for price completeness and reasonableness, as described above. If the lowest priced proposal is technically acceptable and the price is complete and reasonable, this contractor’s proposal represents the best value to the Government and award will be made to that contractor.

If the lowest priced proposal is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that contractor. If after interchanges with that contractor, their proposal is technically acceptable and remains the lowest priced, as well as complete and reasonable, the order will be placed with that contractor. If the Government deems the proposal not easily correctable, or if at any time it becomes other than the lowest priced proposal, the order will be placed with the next lowest priced proposal (also deemed complete and reasonable) that is technically acceptable. Interchanges will take place as necessary or deemed appropriate by the Government.

The Government intends to make award based on the initial proposal submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the proposal and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the order selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this solicitation.

3. Evaluation Factors:

Responses to this Solicitation will be evaluated against the following factors and subfactors:

Factor 1: Technical Factor 2: Price

Factor 1 – Technical

Technical proposals will be assessed in accordance with Table 1 below. The evaluation team shall review the Work Performance Plan and Schedule and determine acceptable or unacceptable ratings and descriptions outlined in Table 1.

Table 1. Technical Ratings

Rating Description

Acceptable Proposal is deemed acceptable when the contractor adequately identifies major milestones and corrective actions to meet the requirements of this solicitation.

Unacceptable Offers are deemed unacceptable when they are deficient in description and/or do not adequately identify major milestones and corrective actions to meet the requirements of the solicitation.

Factor 2: Price

a. Price proposals should support the proposed technical approach and will be evaluated for (1) completeness, (2) reasonableness and (3) unbalanced pricing. The Government also reserves the right to evaluate price proposals for cost realism. The pricing proposal shall follow the divisions of the price breakdown provided. Offerors are expected to comply with divisions indicated in the pricing breakdown. The question and answer period shall be used to discuss any variations in divisions of the pricing breakdown. Offerors whose price is determined to be incomplete or unreasonable will not be considered for award. Offerors who do not follow the divisions of the price breakdown may render their proposal unacceptable. The Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.

b. The price will be calculated as the limp sum of the contractor’s proposed prices.

c. Completeness. The proposal will be reviewed to determine the extent to which all the price elements have been addressed. The contractor’s proposed price and other information will be evaluated to ensure continuity and traceability of prices to the technical volume and between the initial proposal and any revisions thereto. The review will determine the adequacy of the contractor’s proposal in addressing and fulfilling the solicitation requirements.

d. Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2).

e. Unbalanced pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
