SCOPE OF WORK
PERFORMANCE WORK STATEMENT FOR 420-GALLON VERTICAL MIXER
BOWL TEMPERATURE CONTROL SYSTEM
1.0 Scope of Work
The requirements in this document define the requirements for the design, fabrication, test, documentation, and delivery of a functional BTCS for controlling the temperature of the 420- Gallon Vertical Mixer (420-GVM) bowl located in Building 1881 at the Naval Surface Warfare Center, Indian Head Division, Indian Head, MD.
1.1 Background
NSWC Indian Head Division, MD (NSWCIHD) is required to mix various products at the 420- GVM. The mixing process requires temperature of the bowl jacket to be controlled and maintained at variable set-points between 70 and 200 degrees Fahrenheit. The existing BTCS has exceeded its useful life, has lost its redundant chiller, and some of its associated piping is at risk of freezing in the winter. NSWCIHD requires a BTCS that will match the capability of the current system, include two fully redundant chillers, and circulate a glycol-water mixture through the bowl jacket to reduce the risk of freezing in the winter.
The new BTCS must interface with our existing control system, as well as our existing low pressure steam, steam condensate, and glycol-water piping. Motor starters and electro-pneumatic valves will be remotely controlled through our existing Human Machine Interface
(HMI).

3.3.4.14.2 Where documentation is provided for specific logic, avoid creating documentation that simply repeats the logic. Documentation should describe the functionality of the logic. For example, avoid saying “the A bit turns off the B bit after 10 seconds”. Instead, say “the discharge pressure sensor turns off the motor after it indicates low pressure for 10 seconds”.
3.3.4.14.3 All routines shall contain a documentation header containing the authoring company name, the date the routine was created, the current revision number of the routine, date of the latest revision, and the document number of the associated Functional Requirements Specification if applicable.
3.3.4.15 Variable Data Types
3.3.4.15.1 For each variable tag, use a data type that results in the least amount of memory usage while still providing the required number of significant figures.
3.3.4.15.2 For all digital (On/Off or True/False) variables, use the BOOL or EBOOL data types.
3.3.4.15.3 For analog integer variables in the range of -32768 to +32767, use the INT data type (16 bits).
3.3.4.15.4 For analog integer variables in the range of -2147483648 to +2147483647 and that exceed the range of the INT data type, use the DINT data type (32 bits).
3.3.4.15.5 Use of UINT or UDINT is to be avoided to ensure that the data is not misconstrued as being signed data by an ancillary system (e.g., Microsoft Excel).
3.3.4.15.6 For non-integer analog data, use the REAL data type. Do not use the INT or DINT data types with an implied decimal for storing non-integer data.
3.3.4.16 Control Modes. Process equipment will be capable of being controlled from a local contractor supplied interface and from a customer supplied PLC/HMI. In both cases the vender supplied PLC will be doing the primary control. Operator controls shall be provided for selection of the active control source. The control source selection will be as follows:
3.3.4.16.1 Local/Off/Remote – A Local/Off/Remote switch is provided near or on the contractor supplied interface. When in Local mode, the equipment is controlled via the local contractor supplied interface. When in Remote mode, the equipment is controlled from the customer supplied PLC/HMI system. As stated above, in both cases the contractor supplied PLC does the final control of the system.
3.3.4.17 The contractor supplied controls cabinet will have a minimum of three spare conduit ports (minimum ¾ inch) to allow for communication with the customer supplied PLC and E-stop. The contractor supplied controls cabinet will also have a spare din rail for customer supplied components.
