About this file

The document is a bid amendment for preserved laboratory sample bottles for the Illinois Environmental Protection Agency (IEPA), specifically for procurement number 25-532EPA-LAB53-B-48174. The bid involves the procurement of specialized laboratory bottles for environmental sample collection, with specific requirements for VOC (Volatile Organic Compounds) and SOC (Semi-Organic Compounds) testing. The amendment addresses technical specifications for different bottle types, including 8oz and 16oz HDPE (High-Density Polyethylene) containers with variations for water and solid sample collection, such as 8oz bottles with 250mg of ammonium acetate for PFAS 533 testing and 16oz bottles for soil equivalent testing.

The procurement includes comprehensive vendor requirements, with emphasis on ISO certification, quality assurance, and rapid delivery (within 72 hours of purchase order). The contract has provisions for small businesses, minority-owned businesses, and veteran-owned businesses, with potential three-year initial term and renewal options. Vendors must provide certificates of analysis, demonstrate compliance with state requirements, and be prepared to replace defective products at no additional cost. The competitive bidding process will likely award to the lowest priced responsive and responsible bidder, with electronic submissions required through the BidBuy platform by June 26, 2025, for environmental monitoring, enforcement cases, hazardous waste investigations, and quality control programs.

Bid Amendment Preserved bottles for BOW and BOL

25-532EPA-LAB53-B-48174

Question 1 Lines 1 and 4 also appear to describe the same product, but one specifies 524.3 VOC and the other lists 524.3 SOC We currently only have pricing from the manufacturer for 524.3 VOC, so I wanted to ask if “SOC” in Line 4 might be a typo?

Response We have separated out that analysis into VOC and SOC. They do have the same preservative – it’s the same bottles for both VOC and SOC

Question 2 Line item #24 - For PFAS 533, the Mfg uses an 8 oz. Cap Sure HDPE with 250 "mg" of ammonium acetate.

1633 is the soil equivalent of 533. The Labs the Mfg sells to don't preserve for soils and use HDPE instead of glass.

Response 533: 8oz (250mL) HDPE Wide Mouth Natural Oblong Packer Jar with Leakproof Closure. 250mg Ammonium Acetate. Polypropylene cap.

1633: 16oz (500mL) or 8oz (250mL) Oblong. Natural HDPE. Polypropylene cap. No preservative. the 8oz is usually for water and 16oz is usually for solid.
