About this file
This is a Worker Protection and Investment Certification Form issued by the Commonwealth of Pennsylvania pursuant to Executive Order 2021-06, applicable to the Department of Environmental Protection's Rosencranse Landfill Project post-closure monitoring contract. The certification requirement applies to all contractors and grantees working on Pennsylvania state and local contracts and mandates compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen specific state labor and workforce safety laws covering areas including workplace misclassification, child labor, minimum wage, prevailing wage, equal pay, employment medical examinations, seasonal farm labor, wage collection, industrial homework, employee verification, healthcare overtime restrictions, apprenticeship, and employment records inspection. A mandatory pre-bid conference for the Rosencranse Landfill Project is scheduled for Wednesday, August 12th at 10:30 AM at the landfill site located at 165 Rosencranse Road, Beach Lake, Pennsylvania 18405, with RSVP required to Brian Franklin (brfranklin@pa.gov) no later than Tuesday, August 11th at 12:00 PM; failure to participate will result in bid rejection as non-responsive.
The certification form requires an authorized official to sign and date the document, affirming the contractor's or grantee's compliance with all applicable Pennsylvania labor and workplace safety statutes. Contractors must immediately report any changes in compliance status to the Purchasing Agency. Pennsylvania law imposes significant penalties for false certifications, including contract termination and a three-year ineligibility to bid on Commonwealth contracts under 62 Pa.C.S. § 531, as well as criminal penalties under 18 Pa.C.S. § 4904 for unsworn falsification to authorities. Technical questions regarding the project should be directed to Berit Case (570-826-2201; bcase@pa.gov), while bidding procedure inquiries should be directed to Brian Franklin (717-787-2471; brfranklin@pa.gov), with email communication preferred for both contacts.
