A Blanket Purchase Agreement (BPA) will be established between the Mission and Installation Contracting Command and < >. The issuance of individual calls under this BPA will be made in accordance with FAR 13.303-5, Purchases under BPAs.
This BPA becomes effective upon receipt of a signed copy of the DD 1155. Future applicability of this agreement shall be discontinued upon 30 days written notice by either party.
BLANKET PURCHASE AGREEMENT
1. This BPA establishes an account with < > to provide a custom collection of ebooks, audiobooks, magazines, and more that will be open to students, faculty, and staff 24/7. Ordering officers are to be allowed to order titles from the available catalogs. It will include a fee that allows users to access the digital library via app and send borrowed ebooks to Kindle (U.S. only) or download and transfer them to supported e-readers.
In the event of any conflict between the terms of this BPA and the < >, standard licensing terms and conditions, the provisions of this BPA shall govern to the extent such provisions are required.
2. Extent of Obligation: The Government is obligated under this BPA only to the extent of authorized orders actually placed against this agreement.
3. Purchase Limitations: No individual call order under the BPA shall exceed $25,000.00. except as authorized by a warranted Contracting Officer via a signed modification
4. Authorized Government Personnel – Ordering Officers: Only Government personnel listed below are authorized to contact the Contractor, order copyright permissions, and obligate the Government.

5. Invoices: All invoices shall include the following:
a. Name of Contractor
b. Blanket Purchase Agreement
c. Date of Completion
d. Purchase (call) Number
e. Quantity, Unit Price, and Extension Price
f. Date of Delivery
6. Payment: Payment for calls/orders will be made by Government Credit Card. The contractor shall submit invoices to the ordering officer who placed the call/order for certification and payment.
7. Clauses listed on the attached sheets apply to this BPA and are hereby incorporated.
8. Contracting Officer Authority:
The Contracting Officer is the only person authorized to approve changes in any of the requirements under this contract, and notwithstanding any provision contained elsewhere in this agreement, the said authority remains solely with the Contracting Officer. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
