2026 SE Pavement Overlay Project Summary
This is Book 2 of the Technical Specifications for a public works pavement overlay project issued by the City of Scappoose, Oregon Engineering Division. The project involves variable depth grinding, asphalt pavement base lift and pre-leveling, asphalt concrete pavement overlay, and incidental work on four street segments: SE 3rd Street (SE Elm St to SE Columbia Ave), SE Myrtle St (SE 3rd St to SE 4th St), SE Oak St (SE 3rd St to SE 4th St), and SE Elm St (SE 4th St to SE 6th Ct). The project scope includes 1,410 tons of overlay material, 370 tons of leveling and base material, and 80 tons allocated for ordered changes. The contract number is #2026-04, issued May 6, 2026, with a completion deadline of September 30, 2026. A preconstruction conference must occur within 15 calendar days of beginning site work. The specifications reference the 2024 Oregon Standard Specifications for Construction as modified by City standards and special provisions.
The contractor must maintain at least one lane of traffic at all times with no more than 10-minute traffic holds and obtain written permission for driveway closures. Lane closures are permitted Monday through Friday and Saturday (with 7-day notice) from 7:00 a.m. to 7:00 p.m., but not on Sundays. Liquidated damages are assessed at $500 per calendar day for failure to meet the September 30, 2026 completion date. The asphalt concrete pavement shall use PG 64-22 asphalt grade, with acceptance based on testing of asphalt content, gradation, mix moisture, and maximum specific gravity. The contractor must submit a detailed project work schedule in critical path method format, weekly three-week look-ahead schedules, traffic control plans, and erosion control plans. Oregon prevailing wage rates apply to all work, and the contractor is responsible for obtaining required permits and maintaining erosion and sediment control measures throughout the project.

Comply with Section 00180 of the Standard Specifications modified as follows:
00180.40(b) On-Site Work – Replace the bullet list with the following bullet:
• Received First Notification;
00180.41 Project Work Schedules – Replace this subsection, except for the subsection number and title, with the following:
(a) General - Within no more than ten (10) days prior to the preconstruction conference, Contractor shall prepare and submit to Agency for Agency’s approval a Project Work Schedule. Project Work Schedule shall include date of Notice to Proceed, date of Substantial Completion, and date of Final Completion in accordance with Contract Documents. The schedule shall be in a detailed precedence-style critical path method (CPM) type format, which will include any interim dates that are critical in ensuring the timely completion of the Work as provided in the Contract Documents. The schedule shall be formatted to print correctly and legibly on 24x36 inch paper. Agency shall provide approval or comment on the submitted schedule within fourteen (14) days. Contractor shall be responsible for amending construction schedule in response to Agency comments.
(b) Logic - Project Work schedule shall use retained logic during the development and updating of the schedule. Any function that would cause the retained logic of the logic network to be overridden is prohibited unless approved, in writing and in advance, by the Engineer and Agency.
(c) Schedule Maintenance – Contractor shall revise and update the Project Work Schedule at appropriate intervals, no greater than monthly, or as required by Agency or the conditions of the Work and Project. Should the Contractor fail to meet any scheduled date as shown on the current Project Work Schedule, the Contractor shall promptly notify the Agency, and if requested, be required at its own expense to submit within five (5) days of the request an updated Project Work Schedule. Neither the Agency nor the Engineer will, however, be obligated to review the substance or sequence of the Project Work Schedule or otherwise determine whether it is correct, appropriate or attainable.
City of Scappoose Page 10 of 19
(d) Three Week “Look Ahead” Schedule – The Contractor shall submit a supplemental “Look Ahead” Schedule each week to the Engineer. The “Look Ahead” Schedule is supplemental to the Project Work Schedule. The “Look Ahead” Schedule shall:
• Identify the sequencing of activities and time required for prosecution of the Work.
• Provide for orderly, timely, and efficient prosecution of the Work.
• Contain sufficient detail to enable both the Contractor and the Engineer to plan, coordinate, analyze, document, and control their respective Contract responsibilities.
The "Look Ahead" Schedule shall be written in common terminology and show the planned Work activities broken down into logical, separate activities by area, stage, and size and include the following information:
• The resources the Contractor, subcontractors, or services will use.
• The locations of each activity that will be done including the limits of the work by mile posts, stations, or other indicators.
• The time frames of each activity by Calendar Days, shifts, and hours.
• All anticipated shoulder, lane, and road closures.
At a minimum, the Contractor shall prepare a bar chart that:
• Shows at least 3 weeks of activity including the week the bar chart is issued.
• Uses a largest time scale unit of 1 Calendar Day. Smaller time scale units may be used if needed.
• is appropriate to the activities.
• identifies each Calendar Day by month and day.
Include the Contract name, Contract number, Contractor’s name, and date of issue on each page of the bar chart.
The Contractor shall submit the "Look Ahead" Schedule starting at First Notification and continuing each week until Second Notification has been issued and all punch list items and final trimming and clean-up has been completed. The Contractor shall meet with the Engineer each week to review the "Look Ahead" Schedule. If the Engineer or the Contractor determines that the current "Look Ahead" Schedule requires changes or additions, either notations can be made on the current schedule or the Engineer may require the submittal of a revised "Look Ahead" Schedule. Review of the current and subsequent "Look Ahead" Schedules does not relieve the Contractor of responsibility for timely and efficient execution of the Contract.
(e) Submittal Schedule – Contractor shall prepare and keep current, for Agency’s review and acceptance, a schedule of submittals that is coordinated with the Project Work Schedule and allows Agency and its consultants reasonable time to review submittals and to provide information necessary for procurement and installation of Work for which allowances are provided under the Contract Documents. (g) Specified Contract Time Not Superseded by Schedule Revisions – The completion dates in any schedule and any revised or updated schedules shall be within the Contract Time(s) specified for the Project, or within adjusted Contract Times approved according to 00180.80(c). Acceptance of any schedule or any revised or updated schedules shall not constitute approval of any completion dates that exceed such Contract Time(s). If the Contractor believes that additional Contract Time is due, the Contractor shall submit, with a revised Project Work schedule, a request for adjustment of Contract Time according to 00180.80(c). A request for an adjustment of Contract Time will be evaluated using the most recently accepted Project Work schedule.
(h) Float Time - Float or slack is the amount of time between the early start date and the late start date, or the early finish date and the late finish date, of any activity in the schedule. Any float time to activities not on the critical path shall belong to the Project and may be used by the Project to optimize its construction process. Any float time between the end of the final construction activity and the final completion date shall belong to the Agency and may be used by the Agency in determining if additional contract days are to be awarded for changes in the contract or for delays to the contract caused by the Agency.
The Contractor will not be entitled to any adjustment in the Contract Time, the Project Work Schedule, or the Contract Total, or to any additional payment of any sort by reason of the Agency's use of float time between the end of the final construction activity and the final completion date or by reason of the loss or use of any float time, including time between the Contractor's anticipated completion date and end of the Contract Time, whether or not the float time is described as such on the Project Work Schedule.
(i) Schedules Do Not Constitute Notice - Submittal of a schedule, with supporting Project narrative, does not constitute or substitute for any notice the Contractor is required under the terms of the Contract to give the Agency.
(j) Failure to Provide Schedules - The schedules are essential to the Agency. The Contractor's failure to provide the schedules and related information required by this Section will be cause to suspend the Work, or to withhold Contract payments as necessary to protect the Agency, until the Contractor provides the required information to the Engineer.
