About this file

This is a Brand Name Justification document under Section 350K for a federal contract opportunity issued by the Naval Surface Warfare Center, Philadelphia Division (NSWC PHD), Department of the Navy (E63).

NSWC PHD intends to procure ten Schroff Inc. branded Versa Module Eurocard (VME) components to support System Launcher Controller (SLC) and Integrated Radar Processor (IRP) production. The procured items include one Custom VME64X Backplane Assembly, multiple Filler Panel Assemblies in various configurations (3U x 4HP, 3U x 16HP, 6U x 4HP, 6U x 8HP), one Air Management Board Assembly, one Slot Bypass Board, and two Filler Panel Kits. The justification for sole-source procurement under 10 U.S.C. 3204(a)(1) rests on three primary rationales: compatibility with existing systems in form, fit, and function; direct replacement necessity for existing equipment; and technical limitations of alternative sources. The Schroff components are the only VME Rack Assembly components designed, controlled, and listed in naval Allowance Parts Lists, Technical Manuals, and Naval Repair Facility rotation pools. No other brand has been tested and qualified for use in these systems. Qualifying alternative manufacturers would require an estimated 1,800 labor hours for environmental, shock, vibration, and humidity testing across multiple organizations with no guarantee of success, creating unreasonable delays to scheduled production at Yorktown Depot. Additionally, the government lacks the complete technical data package for the Custom VME64X Backplane Assembly, which would necessitate reverse engineering and prototyping by other potential manufacturers. The Contracting Officer, J. Andrew Williams, signed the certification on July 9, 2026, confirming the justification's accuracy.

Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 3204(a)(1) as implemented by FAR 12.102(a).

Identification of the Justification Rationale Explained:

The Schroff Inc. VME Rack Assembly Board, Air Management Board, Filter Plate and Panel Assembly components are required to support the new assembly and production of and Integrated Radar Processor (IRP) assemblies for new construction

The Schroff Inc. branded components are the only VME Rack Assembly Board and Panel Assembly components designed, controlled and specifically listed in the onboard Allowance Parts Lists (APL), Technical Manuals, supported by Naval Education and Training curriculum, and the Naval Repair Facility rotational pool system. These Schroff Inc. components are compatible in all aspects (form, fit, function) with existing systems presently installed. For instance, the Schroff Inc. VME Rack Assembly Board (line item

no. 1) fits in the existing enclosures and interface with the surrounding board assemblies of

Assembly Board is compatible with the existing enclosure. The Schroff VME Rack Assembly Board has 21 slots including user defined connectors and rear transition slots that can be populated with circuit card assemblies, interface cards, and filler panels when the are fully assembled. Schroff Filler Panels (line items no. 2 through 5 and no. 7 through no.

10) are installed in unused slots and spaces of the Schroff VME Rack Assembly with the addition of Electromagnetic Interference (EMI) shielding gaskets to maintain EMI integrity in the system. Bypass Board (line item no. 6) is used in place of an unused circuit card slot to redirect airflow in the VME chassis and provides EMI shielding between circuit cards in the enclosure. No other brand of VME, other than the Schroff branded VME, provides the required level of compatibility and functionality.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name:

As previously stated, no other brand of VME is compatible with the existing enclosure nor does any other brand provide the required level of functionality. Furthermore, no other brand of VME Rack Assembly Board, Air Management Board, Filter Plate and Panel Assemblies have been tested and qualified to be used

. Therefore, the testing and qualification of another brand of VME Rack Assembly Board, Air Management Board, Filter Plate and Panel Assemblies would result in an unreasonable delay since other brands of internal components would be required to manufacture form, fit and function components and undergo first article testing. Based on previous testing and qualification efforts, environmental, shock, vibration and humidity testing, and qualification of the Schroff Inc. brand of VME Rack Assemblies for the Launcher, SLC and IPR, testing and qualifying another brand will require an estimated 1,800 labor hours to collaborate across multiple organizations with no guarantee of qualification.

This amount of delay to qualify another brand of VME Rack Assembly Board, Air Management Board, Filter Plate and Panel Assemblies is unreasonable as it would adversely impact scheduled SLC and IRP production efforts at the Yorktown Depot and consequently installations on

. Furthermore, this effort to qualify another brand of VME Rack Assembly Board, Air Management Board, Filter Plate and Panel Assemblies would result in a substantial duplication of cost exceeding that is not expected to be recovered through competition.

The government does not have the full technical data package for item 1 Custom VME64X Backplane Assembly. The lack of the technical data package will further drive delays and non-recurring engineering cost of other potential manufacturers due to need of the reverse engineering and prototyping.

Market Research Conducted:

For the reasons stated above, no additional market research was completed regarding finding an alternative source since no other brand or source can meet the Government’s requirement. Schroff Inc.

was contacted directly and Schroff Inc. confirmed there are authorized resellers. As a result, this will requirement will be posted on a brand name basis.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
