About this file

This is a Justification and Approval (J&A) document for Other Than Full and Open Competition from the VA Pittsburgh Healthcare System (VAPHS) for the procurement of eighteen A-Dec dental chairs, delivery systems, and lights for use at the HJ Heinz Medical Center. The procurement includes patient chairs, delivery systems, dental assistant instruments, doctor's and assistant's stools, monitors and mounts, track lighting, and de-installation of existing equipment and installation of new equipment.

The sole source justification is based on A-Dec chairs' unique features: 500lb patient lift capacity and ability to lower to 13.5" vertical height, which are necessary for the Veteran population's mobility needs. Additional justification includes the facility's existing use of A-Dec equipment, established training protocols, available spare parts inventory, and compatible infrastructure. The market research found insufficient alternatives through GSA FSS contracts and SAC contract 36C10G24D0046. Three SDVOSB resellers (Alliant Healthcare, Fidelis, and Pro-Alliance Corp) are identified as potential sources. The lead time for equipment is eight weeks, with installation to be completed during non-duty hours to avoid disrupting patient care. The procurement will be conducted through SAM.gov to obtain maximum practicable competition among authorized resellers.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the

Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

A-Dec dental chairs offers two unique features required by the VAPHS dental clinc and it’s patients. A-Dec chairs have a patient lift capacity of 500lbs, which is necessary to serve the Veteran population treated at the VAPHS dental clinic. A-Dec chairs also have a lower vertical range than other dental chairs and can be lowered to 13.5”. This feature is important for assisting patient with mobility issues as many of the Veterans treated have these mobility issues.

Additionally, the Pittsburgh VAMC Dental Clinic currently operates its eighteen (18) Dental Treatment rooms with the A-Dec dental chairs and equipment. Personnel using the equipment are currently familiar with the use, care, disinfecting procedures of this brand of equipment. The training and written SOPs for use, care, cleaning, are currently specific to A- Dec brand equipment. The operating inventories of consumable supplies to support A-Dec brand equipment are currently on hand to support existing A-Dec brand equipment. The training of repair personnel and available bench stock inventories of spare parts are also available to support existing A-Dec brand equipment. The current structural electrical, air, and water have the correct plumbing, piping, conduit, receptacles, and breakers that the A- Dec Dental Chair and systems use.

Purchasing another brand of equipment would require a duplicative and uneconomical investment in not only additional operating and bench stock inventories of consumables and spare parts unique to another brand, but also an investment of provider and technician time in training for use, care, cleaning, disinfecting, and repair of another brand of equipment.

Reasonable: Cost is anticipated to be fair and reasonable based on adequate competition in the open market. All offers will be compared to each other as well as against historical contracts listed in FPDS as well as USASpending.

8. Description of the Market Research Conducted and the Results, or a Statement of the

Reasons Market Research Was Not Conducted: The end user searched GSA for available FSS contracts and searched FPDS A-Dec dental chairs. The VAPHS Chief of Dental Service also obtained a quote and also a list of authorized SDVOSB resellers from A-Dec. The CS searched for mandatory sources of supplies and found SAC contract 36C10G24D0046. The
