About this file
This document is a Justification for Single Source Awards for the Department of Veterans Affairs, specifically for Stryker System 9 Drill Components. The Surgical Services department at Pittsburgh VA Medical Center requires brand-specific drill components for the Stryker System 9 Drill and SABO Sagittal Saw, used in orthopedic and podiatry surgical procedures. The procurement is justified by the integrated, proprietary design of Stryker surgical equipment, which ensures seamless functionality and optimal performance, and where substituting non-Stryker components could void warranties and compromise surgical outcomes.
Market research was conducted via a sources sought notice from 1/13/2025 to 1/20/2025, which received responses from two Service-Disabled Veteran-Owned Small Businesses (SDVOSBs): TrillaMed and Beacon Point Associates. Despite having a reasonable expectation of receiving offers from multiple SDVOSBs, the contracting officer recommends an open market small business set-aside due to the NMR Rule and the unavailability of supplies through a mandatory source. The acquisition is for the Network Contracting Office 4 in Wilmington, DE, supporting the Pittsburgh VA Medical Center, with the purchase request number 646-25-2-233-0201.

Revision: 01 Effective Date: 11/15/2024 Acquisition ID#: 36C244-25-AP-1423
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-25-AP-1423
1. Contracting Activity: Department of Veterans Affairs, VISN 4, Network Contracting Office 4, 1601
Kirkwood Hwy, Wilmington, DE 19805, in support of Pittsburgh VA Medical Center-University Drive, University Drive C, Pittsburgh, PA 15240. The purchase request (i.e. 2237) number is 646-25-2-233- 0201.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Surgical Services department located at the Pittsburgh VA Medical Center-University Drive has a brand name only requirement for Stryker System 9 Drill Components. The required components are part of the Stryker System 9 Drill and Stryker System 9 SABO Sagittal Saw. The drill and saw are surgical power tools used for drilling, cutting, reaming, and sawing bones and tissues during orthopedic and podiatry surgical procedures. The estimated amount of this procurement is:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Surgical Services department has purchased the Stryker System 9 Drill and Stryker System 9 SABO Sagittal Saw, via an ECAT contract, to comply with the VA staton’s standard operating procedures of having back up sets for each surgical case in the operating room.
The necessary drill components are not available via ECAT. These additional sets will alleviate the need for reprocessing drills, and saws for each case. Both the Stryker System 9 Drill and SABO Sagittarius Saw are part of an integrated surgical system designed specifically for compatibility with each other and other Stryker equipment. The proprietary design ensures seamless functionality and optimal performance during surgical procedures. Stryker’s supplies are engineered and tested to work flawlessly with their systems. Substituting with non-Stryker supplies can lead to diminished performance, increased risk of surgical complications, and equipment failure. In addition, Stryker’s warranty and technical support are contingent upon the exclusive use of their components and accessories. Using non Stryker supplies would void warranties and eliminate access to critical support and service.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted and sources sought source notice 36C24425Q0271 was posted to Contract Opportunities from 1/13/2025 – 1/20/2025. Two SDVOSBs responded to the notice:
TrillaMed and Beacon Point Assoicates.
Per VAAR 852.819-7005 (a), the contracting officer shall consider SDVOSB set asides before considering VOSB set-asides…upon a reasonable expectation that, “(1) Offers will be received from two or more eligible SDVOSB concerns; and (2) Award will be made at a fair and reasonable price.”

Revision: 01 Effective Date: 11/15/2024 Acquisition ID#: 36C244-25-AP-1423
Based upon the market research, the contracting officer does have a reasonable expectation that offers would be received from two or more service disabled, veteran-owned small business concerns, however, due to the NMR Rule and the requested supplies not being available through a mandatory source, an open market small business set-aside is recommended for this requirement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
