About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the VA Pittsburgh Healthcare System. The document justifies the sole source procurement of one Medtronic bundled Integrated Power Console (IPC) System for use in Operating Room ear, nose, and throat procedures.

The justification explains that the VA facility currently has one IPC system and requires an additional unit to run multiple procedures simultaneously. The bundled system includes specific Medtronic components: basket IV pole storage (1897510), 6-meter power cord (1897821), IPC console (1898001), foot switch (1898430), and integrated PWR console manual (1898851). The sole source justification is based on compatibility with existing Medtronic M5 Microdebrider handpieces, which are proprietary and can only be used with Medtronic IPC systems. Market research indicated the manufacturer works with two SD/VOSB partners, and prices are listed at open market rates. The document was signed by Contracting Officer Keri Hester on January 28, 2025.

1. Contracting Activity: Department of Veterans Affairs, VISN 04, NCO4, VA Pittsburgh Healthcare System, University Drive C., Pittsburgh, PA 15240. 2237# 646-25-2-233-0226

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Pittsburgh VA Healthcare System has a brand name requirement for one (1) Medtronic bundled Integrated Power Console (IPC) System. These items are intended to be used in the Operating Room, specifically during ear, nose, and throat procedures. The bundled system includes part numbers:

IPCSYSKIT Bundle IPC System:

The estimated value of this procurement action is:

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The VAPHS Operating Room currently has one IPC system available for use during ear, nose, and throat procedures. This IPC system allows surgeons to operate powered tools like drills, microdebriders, and other surgical instruments through one unified platform. Having an additional IPC system will prove beneficial as it allows the Operating Room to run multiple procedures at once, providing efficient care to our veterans. Presently, the Operating Room utilizes the Medtronic brand M5 Microdebrider ha dpieces for endoscopic transnasal sinus procedures. These handpieces are proprietary for Medtronic and can only be used with the Medtronic IPC. Purchasing alternative power consoles would require the purchase new equipment and subsequent training, which would ultimately cost the Government additional time and money.

Description of market research conducted and results or statement why it was not conducted:

Market research was completed based upon the brand name limitation. In the future, if another brand would be acceptable, the Government would seek sources to the fullest extent practicable.

As of now, based upon the market research conducted and results obtained, the manufacturer and properity owner of these items currently utilize two known SD/VOSB partners. There are no known
