About this file

This document is a Single Source Justification form for a federal acquisition by the Department of Veterans Affairs (VA), VISN 04, Lebanon VA Medical Center. The procurement involves a brand-specific requirement for a Five (5) Drawer BD Pyxis MedStation ES Tower to support the York Community Based Outpatient Clinic (CBOC) expansion. The justification details that only the BD Pyxis system can integrate with existing medical stations at the facility, providing critical medication management capabilities including decentralized dispensing, systemic integration for billing and documentation, and controlled substance security.

The VA plans to award the firm-fixed price contract to a NASA SEWP contract holder, with market research identifying three potential vendors. The manufacturer is a large business with two authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) distributors: Four Points Technology and Veterans Healthcare Supply Solutions. The contract will be executed through the open market, with no applicable Federal Supply Schedules for these items. The document is signed by the Contracting Officer and dated with an effective date of 11/15/2024, with an acquisition ID of 36C244-25-AP-2788.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Lebanon VA Medical Center has a brand name requirement for a Five (5) Drawer, BD Pyxis MedStation ES Tower to support their York Community Based Outpatient Clinic (CBOC) expansion. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a brand name requirement as necessary characteristics are limited to one manufacturer. Only the BD Pyxis has the ability to integrate with the current BD MedStations and platform already installed at the facility. The BD Pyxis MedStation is an automated medication dispensing system supporting decentralized medication management. It helps clinicians safely and efficiently dispense the right medications, for the right patients, at the prescribed time. The BD Pyxis platform offers enterprise-wise medication management through integration with Health and Information Technology systems. These cabinets are critical to operational functionality as they provide access to urgent, emergent and operational requirements after Pharmacy Services general operational hours. They provide systemic integration for billing and documentation as well as required security for controlled substances as required regulatory government agencies. This will secondarily improve diversion responsibilities through an integrated algorithmic user assessment. Improved access to medications and patient-medication data supports safety and efficiency while reducing the risk of potential errors.
