About this file

This is a Single Source Justification (Simplified Acquisition) document prepared by the United States Air Force Band under the 11th Contracting Squadron for procurement of a professional digital wireless audio transmission and integration system.

The Air Force Band requires replacement of its discontinued Sennheiser 9000 wireless platform with a Sound Devices A20 system comprising four A20-SuperNexus units (model 28303), four 8-Channel Expansion Licenses (model 33740), four A20-OPTO-HMA optical interfaces (model 28464), sixty-four A20-HH handheld microphones (model 28297), and sixteen A20-TX transmitters (model 9808). The system must provide native Optocore fiber networking integration directly compatible with the Band's existing DiGiCo digital console ecosystem, wideband RF tuning capability across 169 MHz to 1525 MHz, digital transmission without companding artifacts, high channel density with scalable expansion, and reduced rack footprint. Market research determined that no other professional wireless audio manufacturer can meet these minimum technical and mission requirements without substantial additional third-party format conversion hardware, increased system complexity, and elevated mission risk. The justification concludes that competition is not feasible without compromising integration efficiency and operational reliability. The document outlines mitigation measures to prevent future single source acquisitions, including continued market research, monitoring of technological advancements, and evaluation of emerging systems with native infrastructure integration capabilities. The Contracting Officer, Joseph Trevino (PKA), executed the determination on 28 May 2026 in accordance with FAR 13.106-1(b)(1).

Single Source Justification (Simplified Acquisition)

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2

The United States Air Force Band requires the procurement of a complete professional digital wireless audio transmission and integration system to support live concerts, protocol missions, touring operations, and nationally televised performances.

The required system includes:

• (4) Sound Devices 28303 A20-SuperNexus

• (4) Sound Devices 33740 A20-SuperNexus 8-Channel Expansion License

• (4) Sound Devices 28464 A20-OPTO-HMA

• (64) Sound Devices 28297 A20-HH

• (16) Sound Devices 9808 A20-TX This system will replace the existing Sennheiser 9000 wireless platform and will integrate directly into the Band’s DiGiCo digital console ecosystem utilizing Optocore fiber networking.

The required system must provide:

• Native Optocore integration

• Wideband RF tuning capability (169 MHz – 1525 MHz)

• Digital transmission without companding artifacts

• High channel density with scalable expansion

• Reduced rack footprint and simplified deployment

Market research was conducted to evaluate other professional wireless audio manufacturers capable of meeting the Government’s requirements.

Multiple manufacturers produce high-quality wireless systems; however, none provide native Optocore integration compatible with the Band’s existing DiGiCo console infrastructure without the addition of third-party format conversion hardware.

Additionally, alternative systems do not offer the same wideband spectral flexibility or integrated receiver architecture required to reduce rack space and operational complexity.

Based on this research, no other manufacturer can meet the Government’s minimum technical and mission requirements without substantial additional infrastructure, increased system complexity, and elevated mission risk.

Accordingly, competition is not feasible for this requirement without compromising integration efficiency, operational reliability, and performance standards

CONTROLLED UNCLASSIFIED INFORMATION

The United States Air Force Band recognizes the importance of promoting full and open competition whenever practicable.

This brand name justification is based on current infrastructure compatibility requirements, operational risk considerations, and the need to replace a discontinued and aging wireless platform. The decision to standardize on the Sound Devices A20 system is driven by technical integration requirements with the Band’s existing DiGiCo Optocore ecosystem and mission-specific performance needs.

To reduce the likelihood of future single source acquisitions, the Band will:

• Continue conducting market research prior to future upgrades or expansions

• Monitor advancements in wireless transmission technology and digital audio networking standards

• Evaluate emerging systems that may provide native integration with existing infrastructure

• Plan future acquisitions with scalability and interoperability in mind

• Consider competitive procurement where technically feasible and operationally practical Additionally, once the new wireless platform is fully fielded and standardized, future purchases are expected to be limited to system expansion, accessories, or compatible components necessary to maintain operational consistency and reliability.

The Band remains committed to maximizing competition where it does not compromise mission effectiveness, system compatibility, or operational reliability.
