Emergency Routing Service (ERS) Enterprise, Desk Alert and Emergency Gateway are proprietary to West Safety Service Inc.
7. Brand Name (if applicable, detail why the procurement is restricted to a specific brand name manufacturer):
8. Additional information supporting a sole source acquisition:
Naval Postgraduate School requires continuity with our current systems which have been using and are now designed around West Safety Systems products including Emergency Routing Service (ERS) Enterprise Endpoints, Desk Alert and Emergency gateway. These products are proprietary to West Safety Systems. Changing system design and software would be cost and resource prohibitive.
These West Safety brand products are available from several open market resellers and the manufacturer. Market Research indicates that small business competition can be achieved.
The required emergency telecommunications software must be fully compatible with NPS' 911 emergency telecommunications system, be able to communicate with the West Safety Services Crisis Connect database, and perform all of the functions of the ERS and EGW system upgrades. Any deviation from this emergency telecommunications solution would require changes to all aspects of NPS' next generation telephone system including, but not limited to, the Avaya PBX, Audiocodes Mediant Gateway, Microsoft Skype for Business Cloud PBX, and PSTN trunk connection.
The NPS next generation telephony system represents a months-long effort involving technical discussions with no less than five (5) different Original Equipment Manufacturers (OEM's) representing all aspects of the system. Minor changes to the overall solution have a cascading effect to all of the various parts of the system. With the inclusion of another brand of 911 emergency telecommunications system there is a high probability that most, if not all, aspects of the overall telephony solution would have to be modified. Doing so would incur substantial duplication of costs and effort and cause unacceptable delays in reconfiguration of the overall solution that could not reasonably be recovered through competition.
