About this file
This is a Single Source Justification document for a simplified acquisition by the Air Force Materiel Command (AFMC) at Robins Air Force Base, Georgia. The 81st Electronic Warfare Squadron (81 EWS), operating under the 950th Support Wing Detachment 2, seeks to procure a Keysight Agile Signal Generator UXG with associated configuration options at an estimated contract cost of $323,442.84 (Purchase Request F1T0BK6183A001). The equipment is required to establish initial capability for open-air RF testing to assess the readiness and effectiveness of tactical data link and proforma systems on Combat and Mobility Air Forces aircraft in both laboratory and field environments.
The Contracting Officer determined that only a single source is reasonably available under the statutory authority of 10 U.S.C. 3204(a)(1). Extensive efforts to obtain competition were documented, including research of competitive manufacturers, outreach to 17 vendors via RFI/RFQ, posting to NASA SEWP market research tool (identifying 130 potential contract holders with zero quotes), posting Request #381123 to NASA SEWP Group B contractors (one response, zero quotes), and posting RFQ1817170 to GSA eBuy (three responses, zero quotes). The Contracting Officer also identified multiple small business resellers on the open market capable of providing competitive quotations but determined no class waiver exists for the Non-manufacturer rule under NAICS 334515, requiring an individual waiver request. To preclude future single-source awards, 81 EWS committed to continuously monitor the commercial test and measurement marketplace, evaluate emerging software-defined radio and RF capabilities from alternative vendors, and periodically re-evaluate reseller availability on vehicles like SEWP and GSA MAS. The determination was signed by Contracting Officer Michael F. Wensjoe on August 5, 2026.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFMC AFSC/PZIOB, Robins AFB GA 31088
Project/Program Name: 81 EWS Keysight Agile Signal Generator UXG
Purchase Request / Local ID Number: F1T0BK6183A001
Estimated Contract Cost (including Options): $323,442.84
Section B: Description of the Supplies/Services Required
The 950 SWG DET 2 (81 EWS) requires a Keysight Agile Signal Generator UXG (and associated configuration options) to establish its initial capability to perform open-air RF testing. This equipment will be utilized in both lab and field environments to assess the readiness and effectiveness of tactical data link and proforma systems on Combat and Mobility Air Forces aircraft.
Section C: Justification for Soliciting from a Single Source or Brand Name
Statutory Authority: 10 U.S.C. 3204(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
See attachment (1) for detailed performance requirements and rationale for Brand-Name justification.
Section D: Efforts to Obtain Competition
Research of competitive end-times from different manufacturers was conducted and documented in attachment (1). Upon determination that the Keysight product was the only suitable solution, a Request for Information/Quote (RFI/RFQ), was emailed to 17 vendors, which were identified as having sold signal generators with 0 quotes. A RFI/RFQ posted using the NASA SEWP market research tool, which successfully identified 18 Group A and 112 Groups B, C,D contract holders with 0 quotes. Request #381123 posted to NASA SEWP Group B contract holders. However, only one (1) vendor responded. RFQ1817170 was posted to GSA eBuy with only 3 responses and 0 quotes. The PCO researched resellers on the open market and identified multiple small business resellers capable of providing competitive quotations. No class waiver to the Non-manufacturer rule exists for NAICS 334515, so an individual waiver will be requested by the Contracting Officer.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
81 EWS will continuously monitor the commercial test and measurement marketplace. Future assessments of tactical data link systems will evaluate emerging software-defined radio (SDR) and RF capabilities from alternative vendors to determine if they can meet rigorous DoD assessment requirements. Additionally, the Government will periodically re-evaluate the reseller market on vehicles like SEWP and GSA MAS to determine if value-added resellers can provide competitive pricing in the future.
