About this file

This document is a Brand Name Only Justification form from the State of Illinois Chief Procurement Office for General Services, specifically for Requisition #264584 submitted by buyer Kurt Williams. The procurement request is for Powersoft Unica 8m Audio Amplifiers in three power output levels (2k8, 4k8, and 8k8) for use in Journeys and Theaters. The justification emphasizes the need for these specific amplifiers due to existing infrastructure, with the amplifiers already integrated into the facility's show control program and DANTE systems.

The procurement rationale centers on system compatibility and operational efficiency. The agency argues that using a different brand would require costly and time-consuming re-integration of new amplifiers into existing systems, potentially disrupting guest experiences. By maintaining a uniform brand, they can quickly swap backup units and minimize technical interruptions. The Brand Name Only specification was reviewed and approved by the State Purchasing Officer Abigail Bailey on April 25, 2025, who agreed with the agency's justification for specifying the Powersoft brand.

Brand Name Only Justification

State of Illinois Chief Procurement Office for General Services Brand Name Only Justification Form v.25.1

Req/Bid Number: Requisition#264584 Buyer/Requester: Kurt Williams

Brand Name: Powersoft

Description: Powersoft Unica 8m Audio Amplifiers 2k8, 4k8, 8k8

In accordance with Section 1.2050 d) of the Chief Procurement Officer for General Services Standard Procurement Rules and pursuant to the requirements of the Illinois Procurement Code (30 ILCS 500/20-50), the agency is requesting to use a Brand Name Only specification for the following reason:

To fill medical prescription needs

To stock State retail-type operations

To ensure compatibility in existing systems

To preserve warranty

Requires certified dealer to perform repair or maintenance

Other For all reasons given, explain why the use of Brand Name Only specification is necessary:

We already have an array of Powersoft Unica 8m Amps in the Facility. These are integrated into our show control program and DANTE systems. If a different brand of amp is purchased, we would have to re-integrate the new amps into both of these systems, which will cost time and money. We would also then need backup units for each different brand used. Having all of our amps the same brand allows us to share backups, and quickly swap out when an issue occurs. Other brands would not allow as quick of a swap out, effecting the guest experience in a negative way, and taking time away from other tasks. The three units specified each do the same thing, just have different power output levels, to work with different sized speakers in the Journeys and Theaters.
