About this file

This document is a Sole Source (Including Brand Name) Justification for procuring MSA G1 RIT Packs and RescueAire II for Air Force Fire Emergency Services. The procurement is specifically for RIT (Rapid Intervention Team) packs that are fully compatible with MSA G1 Self-Contained Breathing Apparatus (SCBA) systems currently used by Air Force fire departments. The required equipment must meet stringent specifications including a 4,500 psi 60-minute carbon fiber cylinder, Universal Air Connection capability, integrated low-pressure regulators and hoses, NFPA 1981 and 1982 compliance, and a weight under 25 lbs.

The justification emphasizes the critical need for equipment compatibility in firefighter rescue operations, citing safety risks associated with using non-standardized equipment. Market research was conducted evaluating alternative RIT systems from manufacturers like Scott Safety, Draeger, Avon Protection, and Interspiro, but none met the specific compatibility requirements. The solicitation will be posted on GSA eBuy as a Small Business Set Aside under multiple award schedules, with the contracting officer determining cost fairness using GSA's pre-established contract pricing. The procurement is for the Air Force Test Center at Eglin AFB, Florida, with offers due by 1300 CT on 20 August 2025, to be submitted electronically with SAM registration and a clear proposal demonstrating understanding of the technical requirements.

MSA G1 RIT Packs and RescueAire II, compatible with MSA G1 SCBA units, the standard air Management system for Air Force Fire Departments. The integration of a RIT pack fully compatible with this system ensures continuity in air supply equipment, eliminates interoperability issues, and enhances operational safety during firefighter rescue missions.

Required Features:

- SCBA Compatibility: Must be fully compatible with MSA G1 SCBA systems, including Universal Air Connection (UAC) and ExtendAire System Extended Breathing System (EBS).

- High-Pressure Cylinder: 4,500 psi, 60-minute carbon fiber cylinder.

- Quick-Connect Capability: Universal air connection for rapid firefighter air replenishment.

- Integrated Regulator and Low-Pressure Hose: Must include low-pressure facepiece and high-pressure cylinder hoses.

- Pressure Gauge: Visual pressure indicator with luminescent markings or LED lighting.

- Carrying System: Durable, heat- and flame-resistant bag with shoulder straps or handle.

- NFPA Compliance: Must meet or exceed NFPA 1981 and NFPA 1982 (2023 Edition or most current).

- Weight: Ideally under 25 lbs when fully assembled.

- Serviceability: All parts must be user-serviceable or replaceable under standard maintenance protocols.

- Warranty: Minimum 3-year warranty.

Support and Training Requirements:

- Vendor must provide user operation and maintenance CBT training, must provide manuals and video training resources.

- Local service availability is preferred for warranty or repair

The MSA G1 RIT Pack and RescueAire II is required due to its exclusive compatibility with the MSA G1 SCBA, the self-contained breathing apparatus currently fielded by all Air Force Fire Emergency Services units under a recent USAF contract FA8534-23-D-0005. The MSA G1 RIT Pack and RescueAire II utilizes

March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 5 identical connection systems (UAC, high-pressure fittings, quick connect), ensuring seamless and immediate integration during firefighter rescue operations.

Using a RIT system from another manufacturer introduces serious operational and safety risks due to:

- Incompatible fittings that delay or prevent successful air transfer

- Requirement for adapters that may fail under stress or require additional maintenance

- Increased training complexity for personnel already trained on MSA G1

- Logistics burden for spare parts and maintenance of non-standardized systems

Market research was conducted to evaluate comparable RIT systems from other manufactures including:

- Scott Safety (3M) - RIT-Pak III

- Draeger - RIT LifeGuard II

- Avon Protection - EZ-Air RIT

- Interspiro - RIT Pack

All these systems are similar in functions Occupational Safety and Health Administration (OSHA) 29 CFR

1910.134 Respiratory Protection Standard states "Only the respirator manufactures' National Institute for Occupational Safety and Health (NIOSH)-certified components can be used with that manufacture's respirator". You cannot mix and match components 9hoses, fitting, manifolds) from different manufactures. Any such modification voids NIOSH certification, which OSHA requires under law.

Modifications not approved by the manufacture are considered unauthorized and unsafe.

NFPA 1981 and 1989 Standard on SCBA and Breathing Air Quality require SCBA interoperability to follow manufacturer - approved connections only. RIT connections are not standardized across brands

March 2023 CONTROLLED UNCLASSIFIED INFORMATION Page 4 of 5 even if fittings appear physically similar. Cross-brand adaptation can result in catastrophic failures or death of a fireman.

If the MSA G1 RIT Pack and RescueAire II is not approved for purchase:

- Firefighter lives may be endangered due to equipment incompatibility during RIT operations

- Delays in air transfer to downed personnel may occur - Operational efficiency and capabilities will be compromised.

For safety-critical operations involving firefighter rescue, full compatibility with existing SCBA systems is not optional. It is essential. The MSA G1 RIT Pack is the only product that meets this requirement without compromise. Therefore, this brand name justification supports procurement of MSA G1 RIT Packs as the only viable solution to meet mission needs.
