III. BRAND NAME SPECIFICATION JUSTIFICATION

JUSTIFICATION: The Test Equipment Engineering Branch acts as the Technical Direction Agent (TDA) for the Torpedo Enterprise and as Design Agent (DA) for the majority of Torpedo Support and Test Equipment (S&TE). Code 8553 is responsible for nearly all aspects of Torpedo S&TE: Derivation of test requirements from weapon specifications, S&TE hardware and software design, development, and acquisition, torpedo Fault Detection/Fault Location (FDFL) S/W maintenance, development of operational and maintenance publications, interfacing with logistics organizations to initiate system support, installation, training, certification of OEM/Vendor test systems and processes, and Fleet support. Code 8553 is poised to support any Torpedo, UUV, or Defensive System in the transition from concept through fielding and sustainment with a structured and affordable approach to implementation of automated test systems.

Code 8553 Test Equipment branch requires the procurement of EXFO Inc.’s Optical Time Domain Reflectometer (ODTR) and a Fiber Optic switch. The ECFO ODTR is for the inspection of the fiber connections and fiber equipment withing the torpedo as well as the Automatic Test Equipment (ATE), and the switch is to automate testing of the fiber in the MK 48 MOD 8 Torpedo.

is currently contracted to develop the fiber optic cable that will be used in the MK 48 MOD 8 Torpedo under contracts N666041890001 and N666041998006. Under these contracts, , who is manufacturing the Fiber optic cable and hardware to be used on the MK48 MOD 8 Torpedo, is using the EXFO ODTR and main frame equipment to test and troubleshoot the Fiber Optic cable and hardware in the MK 48 MOD 8 Torpedo. By using the same equipment in the MK48 MOD 8 Torpedo manufacturing process for the installation and integration of the fiber cable and hardware, testing and test results can be easily correlated with the manufacture test results to ensure the performance of the fiber cable and hardware in the torpedo meet the required requirements and specifications. This equipment will also be used to test and troubleshoot the MK660 ATE added fiber and fiber switch capability which will be used to test the MK48 MOD 8 Torpedo fiber.

The EXFO MxN Matrix Optical Switch selected under the current contract with is to be used in the MK660 ATE to automate the switching and connections of the fiber optic capability added to the ATE for the testing of the fiber cable and hardware of the MK 48 MOD 8 torpedo. This manufacture has a switch configuration that meets the Government’s need of 2 1X4 switch that is computer controlled for the automation of testing for the single mode bi-directional fiber cable being tested. Other manufactures were investigated but did not have the hardware to meet the Government’s minimum requirements or would require additional hardware that would cost more and require more physical space from the MK660ATE which is at a premium and not easily available without making major changes to the ATE.
