About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated August 14, 2026, supporting a sole-source procurement valued under $10 million. The 22nd Civil Engineering Squadron at McConnell Air Force Base is procuring Motorola AXS Consoles to upgrade existing MCC7500 dispatch systems. The required supplies include three AXS consoles with peripherals, three 500W Tower UPS units, one switch, one router, systems integration, and training services, with a total estimated cost of $307,387.00. The procurement is authorized under 10 U.S.C. 3204(a)(1) based on the determination that only one responsible source can satisfy agency requirements.

The justification establishes that only Motorola Solutions, Inc. can provide compatible equipment to integrate with the existing proprietary Motorola ASTRO 25 radio system infrastructure. Any other vendor would be incompatible with current infrastructure, requiring full system replacement at significantly higher cost. Market research confirms Motorola is the original equipment manufacturer and sole provider of the ASTRO 25 system and its compatible upgrade components. The primary barrier to competition is the proprietary nature of the installed radio infrastructure; this barrier cannot be overcome at the base or squadron level because the core system architecture is proprietary to Motorola. The Contracting Officer, Sugeys M. Allen (GS-12), is responsible for evaluating fair and reasonable pricing in accordance with RFO Subpart 15.4. The document was certified by Scott H. Donalson, SSgt NCOIC Logistics, on August 13, 2026, and signed by the Contracting Officer on August 14, 2026.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: 22 Civil Engineering Squadron Contracting Activity: 22 Contracting Squadron/PKA

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This action is for the sole-source procurement of Motorola AXS Consoles to upgrade the existing MCC7500 Dispatch systems for the 22nd Civil Engineer Squadron at McConnell Air Force Base. This procurement is necessary to modernize the base's dispatch capabilities, ensuring they are equipped with a standardized, modern, and fully capable "next-generation" platform required for effective and reliable radio communications.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The required supplies include the upgrade of three dispatch consoles to the Motorola AXS Console platform. This includes three (3) AXS consoles with necessary peripherals, three (3) 500W Tower UPSs, one (1) switch, and one (1) router, along with systems integration and training services. The total estimated cost for this upgrade is $307,387.00.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

For RFO 12.201-2 [ Click the arrow (to the right) and select from both drop-down lists. ] or delete if not using RFO 12

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

A sole-source justification is required because only Motorola Solutions, Inc. can provide the necessary equipment and services to upgrade the existing, proprietary Motorola ASTRO 25 radio system. The AXS dispatch consoles are designed to function as an integrated component of this system, utilizing the same IP pathways and participating in system-level features like end-to-end encryption. Using any other vendor would be incompatible with the current infrastructure, compromising communications and requiring a full replacement of the entire radio system at a significantly higher cost.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Market research confirms that Motorola Solutions, Inc. is the original equipment manufacturer (OEM) and the sole provider of the proprietary ASTRO 25 system and its compatible upgrade components, such as the AXS console. No other source can meet the government's needs to integrate with the existing infrastructure. The provided budgetary estimate (PS-000224376) from Motorola outlines the technical specifications and costs associated with this proprietary upgrade. Therefore, competition is not available for this specific requirement.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

This action represents a critical technology refresh for the base's dispatch systems, moving from the legacy MCC7500 to the modern, 21st-century AXS Console platform. This upgrade will provide an advanced dispatch interface and ensure continued, May 2026 Page 3 of 3 reliable operation of mission-critical communications for first responders and other base personnel.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

The primary barrier to competition is the proprietary nature of the installed Motorola ASTRO 25 radio infrastructure. The requirement to maintain seamless integration and functionality with this existing system dictates that only Motorola components can be used. This barrier cannot be overcome at the base or squadron level, as the core system architecture is proprietary to Motorola Solutions, Inc.
