About this file
This is a Brand Name Justification document from the Department of the Air Force dated 15 October 2026, justifying the procurement of Additive Manufacturing Technologies (AMT) brand equipment maintenance services.
The 76 Commodities Maintenance Group requires a one-year base contract with two one-year options for annual maintenance and support of the AMT PostPro SF100, an automated chemical vapor smoothing system critical to the Selective Laser Sintering 3D-printing production pipeline. The justification establishes that AMT brand-name HyperCare maintenance service is necessary because the SF100 utilizes proprietary technology exclusively supported by the OEM, requires only AMT-certified technicians for maintenance and repair, and serves as a single point of failure for SLS production. Using non-OEM parts or uncertified technicians would void warranties and safety certifications while risking catastrophic damage to the Government's equipment investment. Market research identified four authorized vendors certified to resell and service the SF100 system in the United States. Three vendors submitted Rough Orders of Magnitude; following requirement refinement incorporating a one-time PM Reinstatement Kit, two vendors provided updated budgetary ROMs while the third remains a viable competitive source. The procurement is classified under NAICS code 333248 (All Other Industrial Machinery Manufacturing) and FSC 3695 (Miscellaneous Special Industry Machinery). The responding vendors maintain active SAM.gov registrations and represent certified Small Businesses, including one Small Disadvantaged Business. The document recommends proceeding with this requirement as a commercial, brand name small business set-aside. The authorizing official determined under RFO 12.102(a) that a specific brand name is required.

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS AIR FORCE SUSTAINMENT CENTER (AFMC)
TINKER AIR FORCE BASE OKLAHOMA
15 October 2026
TO: AFSC/PZIMA
FROM: OC-ALC/OBCA for 76 CMXG
SUBJECT: Brand Name Justification for C27-005 AMT Equipment Maintenance
1. 76 Commodities Maintenance Group (CMXG) requires one (1) one-year base with two (2) one-year options for annual maintenance and support contract for Additive Manufacturing Technologies (AMT) brand equipment, which directly supports Selective Laser Sintering (SLS) 3D-printing production. The Government currently has a capital investment in this equipment. The support will cover one specific system critical to the manufacturing pipeline: the PostPro SF100, an automated chemical vapor smoothing system that seals micro-porosities on 3D-printed parts. This machine provide the necessary post-processing to give 3D-printed components an injection-molded, mission-ready finish.
2. The use of AMT brand-name HyperCare maintenance service agreement plan is necessary because the required preventive and corrective maintenance (repair) involves machine-specific parts and proprietary processes that are exclusively supported by the Original Equipment Manufacturer (OEM).
Written verification from AMT confirms that the SF100 system utilizes proprietary technology.
Furthermore, the OEM mandates that only AMT-certified technicians are authorized to perform maintenance, and the use of uncertified third-party personnel to maintain or repair these systems requires
This is a critical risk factor, as the SF100 acts as a single point of failure for our SLS production line. Utilizing non-OEM parts or uncertified technicians would not only void existing warranties and safety certifications but it would also risk catastrophic damage to the Government's investment. Procuring brand-name service from authorized AMT resellers is the only way to ensure timely repairs, mitigate the risk of extended production outages, and protect the equipment.
3. The proposed AMT brand-name service plan and OEM replacement parts are the only known products that AMT Brand Name maintenance and warranty products be procured to meet all the requirements of the 76 CMXG and subsequently the warfighters.
4. Market research was conducted to identify qualified sources capable of providing the OEM-authorized HyperCare Maintenance Plan for Additive Manufacturing Technologies (AMT) brand equipment.
Direct contact was made with the OEM, Additive Manufacturing Technologies (AMT), to evaluate market capabilities, competition, and data rights. The OEM Director, Brad Duermit, was contacted on 24 August 2026. Written verification from AMT confirms that the SF100 system utilizes proprietary technology. Furthermore, the OEM mandates that only AMT-certified technicians are authorized to perform maintenance, and the use of uncertified third-party personnel to maintain or repair these systems d four (4) authorized companies certified to resell and service the SF100 system in the United States.
Market inquiries were sent to all four (4) authorized vendors. Three (3) vendors initially confirmed capability and submitted Rough Orders of Magnitude (ROMs). The customer's technical evaluation team reviewed these ROMs and validated that all three vendors possessed the technical capability to meet the
Governments requirements. Following a refinement of the requirement and incorporating a one-time PM Reinstatement Kit), two (2) of the vendors actively responded with updated budgetary ROMs reflecting the new scope, while the third vendor remains a viable competitive source.
A review of the System for Award Management (SAM.gov) and Dynamic Small Business Search (DSBS) databases was conducted for the responding vendors. This analysis confirmed that NAICS code 333248 (All Other Industrial Machinery Manufacturing) and FSC 3695 (Miscellaneous Special Industry Machinery) are the most appropriate classifications for this acquisition, aligning with industry standards.
The SAM.gov analysis verified that the responding vendors maintain active registrations in good standing and represent certified Small Businesses (including one Small Disadvantaged Business socioeconomic category).Based on this research, it is recommended to proceed with this requirement as a commercial, brand name small business set-aside.
6. I have determined, in accordance with RFO 12.102(a), that the circumstances of this contract action deem a specific brand name to be required.
