About this file

This is a Brand Name Justification document for a sole source acquisition of Facts & Comparisons eAnswers subscription service by the Food & Drug Administration (FDA), Office of Acquisition & Grant Services (OAGS), under the sponsorship of the Office of Data, Analytics and Research (ODAR).

The FDA seeks an enterprise-wide site license for unlimited users providing 24/7 access to Facts & Comparisons eAnswers, a comprehensive drug information database containing over 22,000 drug products and 6,000 nonprescription and herbal products. Required capabilities include drug identification and comparison tools, drug interaction screening, adverse reaction and indication searches, risk evaluation and mitigation strategies (REMS), pregnancy and lactation information, orphan and investigational drugs, patient education materials, and access to Briggs' Drugs in Pregnancy and Lactation monographs. The contractor must provide quarterly usage statistics, a minimum of one annual training webinar, online tutorials, and customer service support via phone and email during standard business hours. The acquisition is structured as a firm-fixed-price subscription service, identified as a follow-on to contract 75F40121P00516, and will be competed on SAM.gov as a total small business set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Market research identified three potential vendors: UpToDate, Inc. (dba Wolters Kluwer Health UpToDate) of Waltham, Massachusetts; Nationwide Pharmaceutical LLC of San Antonio, Texas; and Samples Professional Healthcare Consulting, LLC of Hillsboro, Tennessee. The justification cites FAR 13.501(a)(1)(ii) as the authority for this sole source acquisition under simplified procedures for commercial items, noting that Facts & Comparisons eAnswers is the only database offering the integrated suite of search capabilities and real-time tools necessary for FDA regulatory and scientific work.

b. Nature of the acquisition and proposed unique qualifications of the contractor(s).

The acquisition of Facts and Comparisons eAnswers is necessary to provide FDA staff with a reliable, evidence-based drug information database to support regulatory and scientific activities. This resource offers comprehensive, continuously updated data on prescription and nonprescription drug products, including monographs, formulation details, drug interactions, adverse effects, and comparative efficacy information. Access to this database will enhance the accuracy and efficiency of drug evaluation, labeling verification, compounding review, and policy development across FDA offices. The centralized, authoritative content will reduce redundancy and the need for multiple reference subscriptions, ensuring that reviewers and analysts have timely and consistent access to validated information. Procuring Facts and Comparisons eAnswers directly supports the FDA’s mission to protect public health by enabling informed, science-based regulatory decisions.

The Facts & Comparisons eAnswers database is the only database that offers extensive drug information, a drug interaction tool, a drug identification tool, calculators, product availability and information, a drug comparison tool, an IV compatibility tool, drug reports, patient education information on medications and natural products, and a toxicology tool. This information is critical to FDA scientific and regulatory work around the drugs FDA regulates. The platform provides critical features not found in comparable products on the market including a uniquely integrated suite of search capabilities and real-time tools that reduces the time it takes for FDA staff to find information and make decisions. This resource is highly valued and used heavily by FDA researchers in support of the Agency mission as evidenced by usage stats. The FDA Library requires online access 24/7 to these publications as it reduces the need to purchase multiple print copies of reference materials, saving the Agency research time and money. Without access to the Facts and Comparisons eAnswers database, FDA researchers would be severely affected in their ability to do research in support of the Agency mission to Protect Public Health.
