About this file

This is a Commercial Brand Name Justification document submitted by NAVSUP Fleet Logistics Centers (FLC) in accordance with FAR 12.102(a) for a sole source procurement of replacement valves from OEM Crane Chem-Pharma and Energy.

The procurement seeks direct replacement valves consisting of five line items: four 4-inch VLV.BTFLWAFER W/GEAR OP valves, eight 3-inch VLV.BTFLWAFER W/GEAR OP valves, one 2.5-inch VLV.BTFLWAFER W/GEAR OP valve, two 3-inch VLV.BTFLWAFER W/GEAR OP valves, and one 6-inch VLV.BTFLWAFER W/GEAR OP valve. The required delivery date is December 31, 2026, with a Firm Fixed Price contract anticipated for award in July 2026. The justification establishes that only Crane Chem-Pharma valves are acceptable because they are shock-rated components legally mandated by Navy acquisition documents to withstand violent high-impact shock loadings from underwater explosions, ballistic weapon firings, or combat impacts without structural or operational failure. The valves are critical safety items for Fire Extinguishing Systems, and regulatory bodies including the United States Coast Guard and American Bureau of Shipping only recognize direct replacement parts from the OEM that are compatible in form, fit, and function with existing equipment. The justification notes that while authorized distributors may provide these parts if they can supply requisite shock rating certification and reports, only qualified sources may produce and service these critical safety items per COMSCINST 4490.1C. The procurement is classified as a Large Business requirement, and interested vendors may seek qualification through the MSC website.

NAVSUP FLEET LOGISTICS CENTERS (FLC) COMMERCIAL BRAND NAME JUSTIFICATION

(NTE SAT) IN ACCORDANCE WITH FAR 12.102(a)

Basis For Decision That Only One Brand Name Is Available

The OEM for the valves we are procuring is Crane Chem-Pharma, a large business that does not sell directly to the Government. Any other OEM material will cause the already existing valves to become inoperable. The valves are designated shock rated and must be replaced with certified shock rated crane valves. This requirement is legally mandated by Navy acquisition documents to verify that shipboard piping systems and machinery can withstand violent high-impact shock loadings (such as close-proximity underwater explosions, ballistic weapon firings, or combat impacts) without failing structurally or operationally. The American bureau of shipping (ABS) will require copies of proof of the certification that will come with these valves. Through additional research, it was identified that these parts could be procured from authorized distributors as long as they can provide the requisite shock rating certification/reports. Based on these findings, it was determined that the best course of action for a fair market competition is to move forward with a brand name only procurement.

Regulatory bodies such as United States Coast Guard and the American Bureau of Shipping only recognize direct replacement parts when procuring these specific valves from the OEM (Crane Chem-Pharma and Energy). Direct replacement parts must be compatible in form, fit, and function with the existing equipment/configurations.

The work contemplated in this contract is on the following critical safety items: Fire Extinguishing Systems. Per COMSCINST 4490.1C, MSC N7, the Design Control Activity, has determined that only qualified sources may produce and service these critical safety items. Only authorized field service technicians have access to necessary technical data and have the expertise to identify and provide direct replacement parts for existing equipment, which must be compatible in terms of form, fit, and function with existing equipment or configurations. This ensures equipment reliability. Improperly installed or deficient parts could cause system failure and loss of the affected system or equipment while at sea.

Interested contractors/vendors can go to the MSC website for more information about how to be qualified as a non-OEM to provide these services. https://www.msc.usff.navy.mil/Business-Opportunities/Contracts/Qualification-for-Items-Critical-to- Shipboard-Safety-on-MSC-Vessels
