About this file

This document contains a recommendation and determination to solicit from one source or brand name for the National Aeronautics and Space Administration (NASA) Shared Services Center. The recommendation is to negotiate solely with 80/20 Inc. to acquire various hardware components and materials from their brand to construct new towers, shelving, carts, and other miscellaneous structures within NASA's Integrated Avionics Test Facilities (IATF) labs. The facilities are used to simulate Space Launch Systems avionics and house newly purchased equipment supporting upcoming exploration missions. Maintaining compatibility of the new structures within the IATF is critical, and choosing another brand would require replacing existing 80/20 Inc. hardware at immeasurable cost and schedule impacts that would not meet the government's needs. The related federal contract opportunity is solicitation number 80NSSC23843250Q for the purchase of 80/20 Inc. hardware and components to support new construction in NASA's System Integration Laboratory and System Integration Test Facility labs.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or

Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from 80/20 Inc for various 80/20 components. The total estimated cost of this effort is and the estimated lead-time for delivery is 4 to 6 weeks.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Towers, shelving, carts, and other miscellaneous structures are built from 80/20 Inc brand hardware and components. Within these structures, the IATF developers simulate the Space Launch Systems (SLS) avionics with the Concurrent computers and various other components. The 80/20 Inc brand hardware and components have a proven capability supporting the weight of the various equipment plus allowing the users to run cabling as needed. This purchase of 80/20 Inc brand hardware and components support new structures built in the Explorer Upper Stage (EUS) labs within the System Integration Laboratory (SIL) and System Integration Test Facility (SITF) part of the Integrated Avionics Test Facilities (IATF). These new structures will hold newly purchased equipment supporting EUS work and upcoming missions.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Maintaining the compatibility and functionality of any new structures within the IATF labs is mandatory. Not purchasing the 80/20 Inc brand hardware impacts the safety of the existing structures and affects the hardware compatibility. Choosing another brand would make replacing the existing 80/20 Inc hardware necessary. This would be an immeasurable cost and schedule impact which would not meet the Government need.
