About this file
This is a Justification and Approval (J&A) document for a sole source/brand name contract for DocAve Annual Maintenance Renewal by the Naval Criminal Investigative Service (NCIS). The contract will be awarded to AvePoint Public Sector, Inc. for a three-year period from 30 September 2025 to 29 September 2028, using fiscal year 2025 Operations, Maintenance & Nurturing (OM&N) funding.
The acquisition is for DocAve SharePoint migration software licenses, which are critical to NCIS mission requirements. The software enables mass data migration between SharePoint servers, provides error checking, and is tightly integrated with NCIS SharePoint installations on both Non-Secure and Secure Internet Protocol Routers. The justification emphasizes the software's unique capabilities, including management of large files like polygraph records, automation of records processing, and bulk data migration to the cloud. Market research was conducted through mandatory sources like UNICOR, AbilityOne, and DoD Enterprise Software Initiative (ESI), with Carahsoft Technology Corporation identified as the primary reseller.

DocAve SharePoint Migrater software allows mass migration of data from one SharePoint server to another, with error checking and efficiency not available through conventional means. The proposed acquisition is to provide additional licenses required for the NCIS SharePoint data migration tool from DocAve.
DocAve Annual Maintenance is essential to NCIS requirements. NCIS requires DocAve software specifically because it is tightly integrated with NCIS SharePoint installations on Non-Secure Internet Protocol Routers (NIPR) and Secure Internet Protocol Routers (SIPR). The license includes all the Enterprise features. These licenses provide capabilities such as management of large files for Polygraph files, automation of NCIS Records Division Processing, and large bulk migration of data from the data center to the cloud. NCIS is dependent on the software as it is heavily integrated and essential to the mission.
It is essential to acquire this software and services because it is compatible with other existing programs/analytical tools employed by NCIS as well as other law enforcement agencies with collaborative initiatives that are ongoing.
The requested materials meet the minimum requirements of the Government.
7. Determination of fair and reasonable pricing.
Basis of award will be determined for fair and reasonable pricing using techniques at FAR 13.106-3(a), as applicable.
8. Brief description of Market Research conducted and results or why market research was not conducted.
Acquisitions Code 14B conducted market research beginning with the mandatory sources UNICOR, AbilityOne, and DoD ESI. There were no available items on UNICOR or AbilityOne, however DoD ESI has an AvePoint (the manufacturer) Agreement. The guidance in DoD ESI is to solicit via GSA utilizing the ESI catalog/ordering guide. The AvePoint agreement has one business listed as a catalog holder (Carahsoft Technology Corporation) which has two resellers/dealers listed in its ordering guide: New Tech Solutions, Inc., and TVAR Solutions, LLC. The preferred sources, NASA SEWP and GSA, were searched and multiple vendors were found to provide the required sources of supply.
Data obtained from market research was reviewed and analyzed to determine the capability and availability of the requested AvePoint Brand Name supplies. Because DoD ESI is a mandatory source, it is recommended to follow ESI guidance and solicit via GSA to the BPA holder and dealers listed in the ESI catalog (Carahsoft, New Tech Solutions, and TVAR). Even though these three businesses are classified as Large under the NAICS code, since this requirement is utilizing the mandatory source DoD ESI, there is no need for a DD2579 (since there is one in ESI under the BPA). The businesses available via the ESI catalog were found to meet the requirements of NCIS.
