About this file
This is a Single Source Justification document for a simplified acquisition submitted by 22 CONS/PKA for BOSE Proflight Headsets. The contracting activity is the 22nd Air Refueling Wing (22 ARW), and this action is not classified as a Bridge Action under the AF Bridge Action Reduction Plan.
The requirement specifies BOSE Proflight Series II headsets with a six-pin LEMO plug configuration to support KC-46 flight operations. The headsets must include compatibility with both high-impedance "civil" and low-impedance "military" adapter plugs without requiring battery-operated converters, a microphone compatible with both impedance systems, the ability to operate using one or two ears for KC-46 standard operating procedures, FAA Technical Standard Order (TSO) approval, the ability to disable Bluetooth during use, and a design that does not interfere with 3D glasses use during air refueling. The justification documents extensive competitive testing of over 20 flight headsets from multiple manufacturers including Bose A20, David Clark Pro-M/Pro-S/H-10/C-17 H-10, and Telex 750/7/8/8+ models. The Bose ProFlight Series II in the 6-pin configuration with specified pigtail adapters was identified as the only headset meeting all requirements, particularly due to its electret microphone producing clear sound in military single-plug configuration without side-tone interference. The contracting officer determined on 23 March 2026, in accordance with FAR 13.106-1(b)(1), that circumstances of this contract action deem only a single source reasonably available. Future market research will be conducted to preclude similar single-source awards.

Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan?
Contracting Activity: 22 CONS/PKA
Project/Program Name: BOSE Proflight Headsets
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): -
D Yes
Section B: Description of the Supplies/Services Required
BOSE Proflight Headsets with the following features:
1. Headsets must have the six pin LEMO plug.
2. This is to be compatible with the 6 pin LEMO to dual-plug high-impedance "civil" jack adapter plug (six pin to GA plug - Bose part number 327080-001 0) and the 6 pin LEMO to single-plug low-impedance "military" adapter plug (six pin to Ul 74 plug - Bose part number 327080-0020), without needing battery-operated converters.
3. Headsets must have a microphone compatible with both high and low impedance systems, such that no interference is created when the microphone is keyed.
4. Headsets must sit on the user's head such that they do not interfere with boom operator 30 glasses use during air refueling.
5. Headsets must have the ability to operate using one ear or two ears, to facilitate cross cockpit checklist reading IAW KC-46 standard operating procedures (SOPs).
6. Headsets must have Federal Aviation Administration (FAA) Technical Standard Order (TSO) approval.
7. Headsets must have the ability to turn Bluetooth off during use. (Bose part number 789812-5040)
Section C: Justification for Soliciting from a Single Source or Brand Name
The 22nd and 931 st OG office conducted over 20 separate flight headset tests to determine the best headset that can satisfy KC-46 flight operations. After extensively testing the Bose A20, Bose ProFlight Series II with 6-pin, David Clark Pro-M, David Clark Pro-S, David Clark H-10, David Clark C-17 H-10, Telex 750, Telex 7, Telex 8, and Telex 8+, the only headset to meet all the requirements was the Bose ProFlight Series II headset in the 6-pin configuration, with Bose 6-pin to single-plug and 6-pin to dual-plug pigtail adapters. The Bose electret microphone on the Bose ProFlight Series II was the only microphone to produce clear sound in the military single-plug configuration. All other single-plug headsets produced a side-tone that caused unintelligible communications and Air Traffic Control confusion. Furthermore, over-ear and on-ear headset styles inhibited the of use 30 glasses during air refueling without causing severe discomfort. Finally, a 9V-powered civil-to-military adapter was found to be inadequate due to the potential for failure during critical phases of flight. While some of the features were available in other the headset models, the the Bose ProFlight Series II headset in the 6-pin configuration is the only model that contains all of the required features to support the 22 ARW KC-46 mission needs.
Section D: Efforts to Obtain Competition
Each iteration of this type of purchase we are required to validate the market place and ensure that there are no other products or contractors emerging in the market.
