Summary

This is a Justification for Brand Name document supporting a simplified acquisition for the U.S. Navy Band (USNB) under the authority of 10 U.S.C. 2304c, as implemented by FAR 16.505(a). The acquisition seeks to refresh out-of-life-cycle audio equipment on a sole source basis, with a required delivery date of 30 September 2026. The document justifies brand-specific requirements for 16 line items from four manufacturers: DiGiCo (11 items including audio consoles, cases, fiber optic cables, and I/O cards), Fourier Audio (3 items including external DSP processors and software subscription), SKB Cases (1 item for equipment protection), and Meyer Sound (1 item for loudspeaker processor). The acquisition is procured as a Simplified Acquisition with a ceiling of $350,000 or below.

The justification emphasizes that the Navy Band has invested over $130,000 in existing DiGiCo audio infrastructure utilizing the proprietary Optocore fiber optic network protocol, and all specified equipment is necessary for mission-critical compatibility, interoperability, and operational performance supporting large-scale, high-profile productions. The DiGiCo Quantum 338 and Quantum 112 consoles are specifically required to support minimum performance specifications of 156 and 80 simultaneous input channels respectively, operate at 96 kHz sampling rate with low latency, and provide integrated system redundancy. Custom road cases, specialized I/O cards (analog and AES input/output), and Fourier Audio DSP processors with ultra-low latency capabilities (1.3ms) for processing 64 and 16 bi-directional channels respectively are identified as technically essential with no viable alternatives from competing manufacturers.

ID # Item Justification

1 DiGiCo Quantum 338 Console

See additional info provided below.

2 DiGiCo Quantum 338 Pulse Upgrade

The DiGiCo Quantum 338 Pulse software upgrade is required to bring the existing console into compliance with mission-critical performance requirements. 1) Expands system capability to 156 input channels and 72 auxiliary/group busses, meeting operational demands for large-scale productions. 2) The base Quantum 338 configuration does not meet these required thresholds without the upgrade. 3) Maintains full compatibility with the command’s existing DiGiCo/Optocore-based infrastructure. 4) Only the original manufacturer (DiGiCo) provides this upgrade; no third-party or alternative solutions exist. 5) Prevents the need for costly system replacement or redesign while preserving prior investment. 6) Ensures system scalability and operational effectiveness for high-profile, mission-critical events.

3 DiGiCo Quantum 338 Case

This is a road case custom built for the console, and no other manufacturer makes one. The only other option would be to have custom cases made, which is not ideal. A heavy-duty custom road case is required to protect the audio console from damage during transportation to and from mission-critical performances. This is a fundamental mission requirement, as the console is a sensitive, high-value asset that must remain fully operational. The case must be custom-fitted to the console’s exact dimensions to ensure proper support, shock absorption, and secure transport. Standard or non-custom cases would not provide adequate protection, increasing the risk of damage, equipment failure, and mission degradation.

4 DiGiCo HMA Fiber on Drum (150M)

We require to purchase HMA fiber cables from DiGiCo, to verify specifically that they work reliable with the DiGiCo equipment. We have purchased third party options before, and have experienced mission failure as a result. Only the HMA cables from DiGiCo have proven to be reliable.

5 DiGiCo Quantum 112 Pulse

See additional info provided below.

6 DiGiCo Quantum 112 Case (doghouse)

This is a road case custom built for the console, and no other manufacturer makes one. The only other option would be to have custom cases made, which is not ideal. A heavy-duty road case is required to protect the audio console from damage during transportation to and from mission-critical performances.

7 DiGiCo Analog Input Card 32 Bit

For our mission, we require analog inputs, and the only inputs compatible with the DiGiCo SD Rack are the input cards that DiGiCo makes.

8 DiGiCo SD Rack Navy Band requires stage input/output racks that connect via HMA fiber, and interface properly with the DiGiCo consoles. The only option available is to purchase the DiGiCo SD rack.

9 DiGiCo AES input Card

For our mission, we require AES inputs (a digital audio connectivity), and the only AES inputs compatible with the DiGiCo SD Rack are the input cards that DiGiCo makes.

10 DiGiCo Analog Output Card 32 Bit

For our mission, we require analog outputs, and the only analog outputs compatible with the DiGiCo SD Rack are the output cards that DiGiCo makes.

11 DiGiCo AES Output Card

For our mission, we require AES outputs (a digital audio connectivity), and the only AES outputs compatible with the DiGiCo SD Rack are the output cards that DiGiCo makes.

12 Fourier Audio Transform Engine

We require and external DSP processor capable of 1) simultaneously processing 64 bi-directional channels at 96kHz. 2) native integration with Digico consoles. 3) ultra-low latency performance (1.3ms). 4) Channel-level sandboxing to limit risk of catastrophic system failure.

5) The Transform Engine is the only technically acceptable solution to meet these mission requirements while preserving performance and stability.

13 Fourier Audio Transform Suite - 12 month subscription

This software bundle is the only fully vetted software guaranteed to work on the Transform Engine. To prevent mission failure on extremely high-profile events, we require the most robust and fully tested software integrations.

14 Fourier Audio Transform Go

We require and external DSP processor capable of 1) simultaneously processing 16 bi-directional channels at 96kHz. 2) native integration with Digico consoles. 3) ultra-low latency performance (1.3ms). 4) Channel-level sandboxing to limit risk of catastrophic system failure.

5) The Transform Engine Go is the only technically acceptable solution to meet these mission requirements while preserving performance and stability.

15 SKB Fly Rack (4U) This case is required to house and protect the Transform Go units and a Luminex switch currently in operation. This is the only case with the correct dimensions for these units.

16 Meyer Sound

GALAXY-408

Meyer Galaxy 408 is a fully networkable loudspeaker processor that is needed to interface with current Meyer loudspeakers and other Galaxy processors that we use in our systems.

Maintaining Meyer Sound brand equipment is required for integration into our current Meyer systems, ensuring compatibility with the MAPP 3D software, used to design speaker systems.

Only Meyer system processors are integrated into this design software for system deployment.

Additional justification information for Item # 1 – Quantum 338 Console

1 Mission Requirement a The US Navy Band requires an advanced audio console capable of supporting large-scale, high-profile productions with the following minimum performance specifications:

i Support for at least 156 simultaneous input channels ii Capability for 72 auxiliary/group busses to manage complex signal routing iii Operation at 96 kHz sampling rate to ensure low-latency audio transmission iv Ability to scale seamlessly between small, medium, and large production environments v Integrated system redundancy to ensure uninterrupted operation during mission-critical events 2 Interoperability and Existing Infrastructure a The command has made a significant prior investment in DiGiCo audio infrastructure, including:

i Over $130,000 in DiGiCo stage racks and I/O components ii Established system architecture based on DiGiCo consoles and proprietary networking b These systems rely on the Optocore fiber optic network protocol, a proprietary transport layer that enables:

i High-bandwidth, low-latency digital audio transmission ii Deterministic signal routing across multiple devices iii Built-in redundancy for mission assurance c The DiGiCo Quantum 338 is fully compatible with this infrastructure and integrates natively into the existing Optocore network without the need for additional conversion hardware or system redesign.

3 Technical Justification for Brand Selection a Only DiGiCo-manufactured consoles provide full compatibility with the existing Optocore-based system.

Competing audio console manufacturers do not support native integration with:

i DiGiCo stage racks ii Existing I/O cards iii Optocore network architecture b Use of a non-DiGiCo console would result in:

i Incompatibility with existing equipment ii Requirement to procure entirely new stage racks and I/O systems iii Introduction of signal conversion layers, increasing latency and points of failure iv Loss of network redundancy and deterministic routing capabilities c This would significantly degrade system performance and reliability while dramatically increasing total program cost.

4 Cost and Operational Impact a Selecting a non-DiGiCo solution would necessitate:

i Replacement of existing stage racks and associated hardware ii Additional integration and engineering costs iii Increased training burden for personnel iv Higher lifecycle sustainment costs due to mixed-vendor systems b In contrast, the DiGiCo Quantum 338:

i Maximizes return on prior investment ii Minimizes integration risk iii Preserves system-wide interoperability iv Reduces total ownership cost 5 Scalability and Redundancy a The Quantum 338 leverages the Optocore fiber network, which provides:

i Seamless scalability across multiple consoles and stage racks ii Redundant fiber paths for failover protection iii Real-time, synchronized audio distribution across large production environments b These capabilities are essential to support mission-critical operations where system failure is not acceptable.
