About this file
This Request for Information (RFI) is issued by the Army Contracting Command – Aberdeen Proving Ground (ACC-APG) on behalf of the Army's Office of Chief Information Officer (HQDA OCIO), seeking information on Battle Management and Mission Autonomy Software Platforms supporting Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) from a multi-domain perspective. The RFI outlines high-level objectives including mission autonomy software for unmanned systems, multi-domain command and control across land/sea/air/cyber/space, sensor fusion, open architecture with SDK/API integration, and a full-stack autonomous command and control dashboard.
Vendors must submit responses by December 15, 2025, at 1700 EST, consisting of a 2-page PDF software platform solution and a Microsoft Excel file with two tabs for questions and comments. Responses should be emailed to Kristin Height and Robin Delossantos, with any inquiries submitted via email by December 8, 2025, at 1000 EST. All contractors must be registered in the System for Award Management (SAM), and the government emphasizes this RFI is for informational purposes only and will not result in a contract award. The RFI seeks detailed technical capabilities around autonomous system coordination, data fusion, distributed mesh networking, AI decision-making, and threat prediction technologies.

The Army Contracting Command – Aberdeen Proving Ground (ACC-APG), on behalf of the Headquarters Department of the Army, Office of Chief Information Officer (HQDA OCIO) is seeking information on Battle Management and Mission Autonomy Software Platforms that holistically support Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) from a multi-domain and mission autonomy perspective. Participation in response to this Request for Information (RFI) will not preclude any vendor from responding to future acquisitions, either individually or as part of a team. Marketing brochures or white papers will not be considered adequate information in response to this RFI and will not be reviewed.
The USG is seeking feedback/comments on the below high-level elements and answers to specific questions provided with this RFI.
High – Level Objectives (meets all objectives)
a) Mission Autonomy Software: The ability to coordinate and automate teams of unmanned systems.
b) Multi-Domain Command and Control: The ability to connect and control assets across land, sea, air, cyber and space.
c) Sensor Fusion and Battle Management System (BMS): The ability to provide real-time integration of sensors, data fusion and decision support.
d) Open Architecture and Defense Operating System: Provide an extensible platform with the ability to utilize an open Software Development Kit (SDK)/Application Programming Interface (API) for third-party integration.
e) Command and Control Dashboard: Provide a dashboard that supports a full-stack autonomous platform.
Additional Attributes (meets all attributes)
a) The ability to fuse data and control assets concurrently, specifically to support integration of sensors, shooters, drones, towers and vehicles.
b) The ability to control that coordinate autonomously, specifically supports real-time mission autonomy for teams of unmanned systems.
c) Utilize a distributed mesh network that supports low bandwidth, self-healing, operation in contested environments and shares data across large distances with no central node.
d) Harness the functionality for sensor-to-shooter automation.
e) Provide a single architecture platform that is designed as a dual-use, full-stack environment to cover a variety of environments.
f) Capability to maintain decision-making Artificial Intelligence (AI) with autonomy at the edge. Functionality of AI that will withstand jamming, degraded communications, no-GPS conditions and/or expeditionary environments.
g) Functions on an operation system for defense with layered integration over the developer ecosystem.
h) Analyze patterns of behavior over time (i.e. pattern of life” and threat prediction.
Responses shall be provided in two documents, one (1) PDF of the Software Platform Solution AND one (1) MS Excel file with two (2) tabs capturing responses to questions (“Tab 1” and “Tab 2”) and comments/feedback:
