About this file
This document is a Sources Sought Synopsis containing questions for potential contractors interested in supporting the Internal Revenue Service's (IRS) Business Master File (BMF) Modernization program. The key details are:
The IRS is seeking contractors with experience in modernizing large legacy applications and establishing a scalable, FedRAMP High cloud platform for business taxpayer accounting capabilities. Contractors should have expertise in areas such as application development, enterprise architecture, security, deployment, and operations and maintenance, using Agile and DevSecOps practices. Specific technical skills required include knowledge of mainframe systems, ALC, DB2, and Java. Contractors should also demonstrate the ability to rapidly onboard subject matter experts, manage legislative changes, and effectively communicate with stakeholders. Successful contractors will likely be able to perform at least 51% of the work with their own staff and have experience transitioning large modernization programs. The sources sought questions also cover contract type preferences, contingency planning, and the ability to meet a 45-day transition timeline upon award.

Business Master File Modernization (BMF MOD) Program – Business Requirements and SME Support Business Name and Size: _________________________________________________
1. Have you been involved in the execution of a contract, greater than $10M in annual value and the complexity and scope described in the PWS, for the modernization of core business taxpayer accounting capabilities, the establishment of a scalable Big-Data, FedRAMP high, Cloud platform, and the implementation of modernized data distribution mechanisms for a large federal agency? This includes the development of a centralized data hub for business taxpayer account data, the modernization and retirement of legacy applications, and the enhancement of self-service reporting and analytical tools. If the answer to this question is no, the remainder of this RFI may be difficult to adequately address.
2. If the answer to question 1 is yes, please describe the modernization program to include: • Number of applications • Number of users • Number of contractors you provided to support this effort • Description of methodologies employed for detecting anomalous user behavior • Description of methodologies employed for modernization, including tools and technologies.
3. If the answer to question 1 is yes, describe in detail your Program Management processes for modernizing large legacy applications using an Agile methodology. Include specific steps, tools, and techniques you use to manage and oversee the project lifecycle. Explain how you ensure effective communication and collaboration among stakeholders, how you handle changes and iterations, and how you measure progress and success. Provide examples of previous projects where you have successfully modernized legacy applications using Agile, highlighting any challenges faced and how they were overcome.
4. Have you successfully advocated constructive improvements to the agency’s policies, governance, and infrastructure (i.e., modernization infrastructure) that were adopted enhancing the agency’s modernization roadmap? If yes, please describe the improvements.
5. Have you successfully performed the onboarding of the necessary Subject Matter Experts (SMEs) to support the program needs quickly? Specifically, describe your approach to rapidly sourcing and integrating specialists with expertise in ALC, DB2, and Java on mainframe systems. Include details on your recruitment strategies, onboarding processes, and how you ensure that these SMEs are immediately effective in their roles.
6. Have you successfully developed Enterprise and Solutions Architecture, including design, development, testing, deployment, and operations and maintenance (O&M) using DevSecOps and Agile practices in a Cloud environment. Explain your processes for managing code changes, from development and unit testing to deployment, especially when responding to high priority, planned/unplanned, quick turnaround legislative changes. Outline how you follow Agile methodology and the Software Development Lifecycle (SDLC) in these scenarios. Please reference Table 1 in your response: [Include Matrix Here]?

7. Have you designed and built large transaction processing systems in modern languages based on legacy mainframe applications? If so, provide examples of previous projects where you designed and built resilient, high-performance transaction processing systems (e.g., in Java language) based on relational databases on mainframe) and modern reporting applications using Big Data technologies in Cloud.
8. Have you supported IRS legacy systems modernization with similar scope and complexity? If so, provide detailed information that demonstrates your experience with supporting IRS systems, including specific projects and outcomes. Describe the necessary steps you would take to transition the current BMF O&M activities, such as handling legislative changes. Outline the information you would require facilitating the transition and the expected timeframe for completing transition activities. Additionally, explain your project and development transition strategy, including how you manage knowledge transfer, ensure continuity of operations, and address potential challenges during the transition period.
9. Provide examples of previous projects where you have used Commercial Off-The-Shelf (COTS) products to modernize legacy applications. Based on your experience, what key personnel positions would you recommend for such projects, and what types of experience, certifications, and qualifications should be considered for BMF Key Personnel? Indicate whether your company employs these personnel or if you would need to team up with others to meet the technical requirements. Additionally, for the business unit of your company that may bid on this work, specify how many personnel possess relevant experience and/or certifications in the following areas and could provide services for the requirements outlined in the draft PWS: Agile Development (e.g., Professional Scrum Master, Professional Scrum Developer), Project Management (e.g., Project Management Professional, PMI-Agile Certified Practitioner), Information Security (e.g., Certified Information Systems Security Professional, Certified Information Security Manager), Cloud Services (e.g., Solutions Architect, Developer), and Enterprise Architecture (e.g., Certified Enterprise Architect, The Open Group Architecture Framework).
10. What types of contracts (e.g., firm-fixed-price, time-and-materials, cost reimbursement, etc.) has your company used to provide Agile software development services? Which contract types have you found to be most effective, and why? Conversely, which contract types have you found to be less effective, and why?
11. Explain and provide a contingency plan for how your company would continue to provide project support and meet project deadlines in case of a natural disaster or any other event causing a power outage in one geographic location.
12. Please address experience and provide a transition plan where your company successfully staffed an agency level modernization. Additionally, do you currently have resources performing modernization with a large federal government agency which includes information technology resources and Governance? If so, please identify the agencies.
13. What experience do you have in conveying modernization roadmaps and metrics to senior executives and other stakeholders?
14. Are you able to perform 51% or more of the work at the senior and SME levels required, with your own staff that is currently employed by your company, or will you partner with a Large Business to successfully perform the activities required in the PWS?
15. If you have mainly performed as a subcontractor for a major modernization program as a sub-contractor, do you currently possess the skills and resources to manage the contract as a prime?
16. Do you have the ability to perform a 45-day transition upon award of this contract, ensuring key personnel are successfully cleared and onboarded by the transition deadline?
