About this file
This is a sole source justification letter from Bluemvmt, Inc. to the University of Southern Mississippi (USM) Marine Research Center, dated July 10, 2026, addressed to Dr. Vishwamithra Sunkara, Senior Data Scientist at the Roger F Wicker Center for Ocean Enterprise. The letter justifies awarding a monthly maintenance contract for the Trust Autonomy Portal (TAP) product solely to Bluemvmt following the company's successful completion of BID 25-36 BAFO in 2025. The TAP project combined custom development tailored to USM's specific requirements with Bluemvmt's core Bluemvmt Cloud Platform (BCP) product.
Bluemvmt asserts sole source justification based on two primary factors: first, the company has trained its proprietary RAG-based AI using USM-specific datasets and developed a unique integration with the HoloOcean platform that requires access to BCP source code for ongoing support and maintenance; second, the TAP product's capability to operate independently on edge devices without reliance on cloud infrastructure represents a technical achievement that leverages BCP architecture and can only be maintained by Bluemvmt. The letter indicates that ongoing maintenance requires access to both BCP source code and USM proprietary intellectual property, a combination that the vendor asserts is exclusively available through Bluemvmt. No pricing information, funding sources, or specific contract terms are detailed in the justification letter.

Dear Vishwa, The purpose of this letter is to explain the justification for sole sourcing a monthly maintenance contract to Bluemvmt, Inc for the Trust Autonomy Portal (TAP) product.
As you know, Bluemvmt was successful in our bid to deliver BID 25-36 BAFO – Trusted Autonomy Portal (TAP) in 2025. This project included a combination of custom development to meet USM’s unique needs, as well as leveraging our core product, the Bluemvmt Cloud Platform (BCP). The combination of these two elements supports our request as a sole supplier to USM for the following reasons:
1. Over the past several months, Bluemvmt have been working with you and your team to train our RAG-based AI on unique inferences derived from very large, USM-specific datasets. This includes our unique integration to the HoloOcean platform which was requested as part of the purchase order. Besides being proprietary to Bluemvmt, to the best of our knowledge, there is no other company providing a browser-based streaming application directly to HoloOcean, and certainly no other that are performing this task using USM models. Providing ongoing support for this aspect of the TAP product requires access to the BCP source code.
2. Second, a key requirement is that the product runs independently of the cloud on an edge device (laptop etc.) This is challenging because traditional LLMs are cloud-based, and building one to run solely on a laptop is difficult. Luckily, because we are able to leverage our BCP, this task is straightforward. Again, ongoing maintenance to support this would require access to the BCP source code, as well as USM proprietary IP, a combination that only Bluemvmt can provide.
I hope this is helpful, but I'm happy schedule a Zoom call to discuss as needed.
Yours truly, Joe Wheeler Co-Founder & CEO
