U.S. Army Test and Evaluation Command (ATEC)

THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE

GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS

ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT

IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF

THIS ANNOUNCEMENT.

1. Contract Information:

U.S. Army Test and Evaluation Command (ATEC) has a requirement to acquire Architect-Engineer (AE) services for a new requirements analysis. This regional AE contract acquisition will be conducted in accordance with 40 U.S.C. Chapter

11 – Selection of Architects and Engineers, and Federal Acquisition Regulation (FAR) Subpart 36.102 and Defense Federal Acquisition Regulation Supplement

(DFARS) 236.6.

This project will execute a comprehensive Requirements Analysis (RA) to modernize the electrical, mechanical, sewer, and stormwater infrastructure within Building 525 and improve the loading dock directly enhancing the mission-critical capabilities of the Live Fire Directorate at Aberdeen Test Center (ATC).

This announcement is open to all 8(a) small businesses only.

The resulting contract will be awarded as firm fixed price.

The North American Industrial Classification System (NAICS) Code for this procurement is 541330 -- Engineering Services.

Due to the nature of the requirements, projects are typically completed in phases such as preliminary assessment, remedial investigation, feasibility study, design, engineering during construction, post-construction long term operations or monitoring, and post-construction optimization or modifications to existing systems and remedies. The project scope will be reviewed to determine whether the requirement can be accomplished using a firm fixed-price task order or whether uncertainties will require the use of a cost reimbursable task order. When the requirement is identified, the government will notify all contractors in the pool that an evaluation will be conducted. The notification will state that the contractor’s SF 330 will be used, and/or may request unique experience or qualifications to be submitted and evaluated in conjunction with the SF 330. The 09 March 2023 MEMORANDUM FOR Acquisition Community, SUBJECT: Updated Procedures for the Selection of Task Orders on Architect-Engineer (AE) Indefinite Delivery Contracts (IDCs) and any subsequent updates or revisions will be followed for all task orders.

Specialized experience and technical competence, professional qualifications, knowledge of locality, past performance, and capacity will be considered for task orders to determine which firm is most highly qualified to accomplish the work.

Service Contract Labor Standards (41 U.S.C. Chapter 67) may be applicable under the resulting contracts. Service contract wage rates will be determined relative to the locality for the classification in which the service employee is working.

Prior to contract award, vendors must be actively registered in the System for Award Management (SAM) which can be accomplished at https://www.sam.gov.

Registration is free. Your SAM registration must reflect the NAICS code for this particular announcement (541330). By submission of its qualifications, the firm acknowledges the requirement to be registered in the SAM database prior to award; during performance; and through final payment of any resulting contract.

For assistance, you may access the SAM help desk at the Federal Services Desk at https://www.fsd.gov/.

Additionally, in accordance with FAR clause 52.222-37, all firms must file a VETS-4212 “Federal Contractor Veterans’ Employment Report” at least annually following contract award. Information can be found at the Department of Labor website https://www.dol.gov/agencies/vets/programs/vets4212 or you may e-mail the customer support center at VETS4212-customersupport@dolncc.dol.gov;

you will be asked to provide your company name, employer identification number (EIN), and Unique Entity Identification (UEI) number.

2. Project Information:

The Directorate's core mission involves the vital proofing of weapon systems and precise measurement of cannon tubes and mortar tubes, which relies on high-precision instrumentation.

The current 1941-era utility infrastructure in Building 525 presents a direct risk to this mission by offering unreliable electrical power, which can compromise the accuracy and validity of test data. Furthermore, the inadequate HVAC systems fail to provide the stable and properly ventilated conditions necessary for the optimal performance and longevity of the high-precision measurement instruments, which limits https://www.sam.gov/ https://www.fsd.gov/ https://www.dol.gov/agencies/vets/programs/vets4212 mailto:VETS4212-customersupport@dolncc.dol.gov production capacity and can affect the reliability of test data. The absence of a modern sewer and stormwater system and an inadequate loading dock further hampers the facility’s operational efficiency and safety.

The scope of this project includes a physical assessment of the existing electrical, HVAC, sewer, and stormwater systems, as well as the loading dock, followed by a requirements analysis to define the necessary upgrades. This analysis will ensure that all modernization efforts directly support the restoration of full mission capability and adhere to current safety and fire regulations.

The project will conclude with a final report containing distinct cost estimates for the required electrical, mechanical, sewer, stormwater, and loading dock scopes, providing a clear path to enhancing the directorate's ability to test and certify superior material for the warfighter.

3. Primary Selection Criteria:

Selection of the firms will be based on the following primary criteria, listed in descending order of importance, first by major criterion and then by each sub-criterion. Experience and qualifications by a subcontractor or consultant will be considered, however, additional consideration will be given for experience and qualifications by the Prime or Joint Venture. Experience of either member of a JV will be considered experience of the JV. Criteria A through D are primary and will be evaluated for all offerors.

(A) Specialized Experience and Technical Competence:

Specialized experience and technical competence required for this specific project, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials.

Offerors will be evaluated on specialized experience and technical competence in the performance of services similar to those anticipated under this contract.

Specific considerations will be given to demonstrated experience in: facility condition assessments and physical surveys of existing electrical, mechanical /

HVAC, sewer, and stormwater systems: requirements analysis or planning/pre-design studies for the repair or modernization of aging industrial, test, or laboratory facilities: performance of work on secure DoD installations: and development of independent cost estimates for multiple, distinct scopes of work.

Provide up to five (5) projects completed or substantially completed within the past five (5) years that best illustrate specialized experience of the proposed team in the areas outlined above and the scope of work of the project. Example projects shall note projects square footage. All projects provided in the SF-330 must be completed by office/branch/regional office/individual team members proposed to manage and/or perform work under this contract. To enable verification, firms should include the Unique Entity Identifier (UEI) number along with each firm name in the SF-330 Part 1, Section F Item 25 Firms from Section C Involved in this Project, block (1). Include a contract number or project identification number in block 21. Include an e-mail address, and phone number for the point of contact in block 23(c). Include in the project description the contract period of performance, award contract value, current contract value, a summary of the work performed that demonstrates relevance to specialized experience as outlined above. If the contractor served as a subcontractor on a project, indicated the value of the work they provided towards the performance of the overall project. If a project was performed by a joint venture, and not all joint venture partners are on the team proposed for this contract, the offeror/team should specifically address the work performed by the joint venture partner offering/teaming on this contract. Likewise, if the offeror/team member worked as a subcontractor on a project, the description should clearly describe the work actually performed by the offeror/team member and the roles and responsibilities of each on the project, rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

(B) Professional Qualifications:

Provide resumes for all proposed key personnel who will specifically serve for this project only. Resumes are limited to one page each and should cite project specific experience and indicate proposed role in this contract. Provide professional registration, certification, licensure and/or accreditation. Indicate participation of key personnel in example projects in the SF-330 Part 1 Section G Include specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm). Key personnel shall, at minimum, include the proposed project manager, the lead evaluators in electrical, mechanical, and civil disciplines, and a cost estimator. The lead in each engineering discipline must be a registered Professional Engineer but does not have to be registered in the particular state where the project is located.

Only information presented in Section E of the SF330 will be the basis for evaluation for this criterion. The lead personnel for each discipline should be clearly identified in section E. Only one resume (the lead for that discipline) will be evaluated for each discipline.

(C) Past performance:

Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules will be considered.

The Contractor Performance Assessment Reports System (CPARS) will be the primary source of information on past performance. CPARS will be queried for the Prime/JV firms submitting a SF330. If deemed appropriate by the evaluation board, performance evaluations for any significant team subcontractors whose experience is relied on in the Specialized Experience and Technical Competence and Professional Qualifications criteria may also be considered.

The board may seek information on past performance from other sources but is not required to seek other information on the past performance of a firm if none is available from CPARS. When evaluating past performance, the board will consider the relevancy of performance evaluations on AE services contracts to the proposed contract, including the type of work, performing office, age of the evaluation, and whether subsequent evaluations indicate a change in a firm's performance. The board will only consider the ten (10) most recent and relevant contracts or orders for each firm

(D) Capacity:

This factor evaluates the ability of the firm, given their current projected workload and the availability of their key personnel, to complete the requirements analysis within the required period of performance. The general workload and staffing capacity of the design office will be evaluated. List current projects and commitments that may compete for availability of the proposed team during the anticipated period of performance. Indicate the firm’s present workload and its availability of the project team (including sub-consultants) for the specified contract performance period. Describe experience in successfully delivering projects per performance schedule and successfully completing multiple assessment or study efforts with similar delivery dates.

4. Submittal Requirements:

Interested firms having the capabilities to perform this work must submit 1 electronic copy with searchable Adobe PDF files of one SF 330 (Rev. 07/2021) for the Prime firm that includes all team consultants. Include the firm's UEI number, and CAGE codes in the SF 330, Part I, Sections B and C.

A maximum of five (5) projects for the offeror shall be shown in Section F. For the five (5) projects submitted in Section Fof the SF 330, a “project” is defined as work performed at one site or at a single site on an installation. An IDC contract is not a project. A project may contain multiple task orders or contracts if they are for multiple phases of the project at the same site or at a single site on an installation. If the offeror provides a specific task order as its "project," it shall provide the base contract number(s) and the task order number(s) for reference purposes. If the offeror provides a site-specific contract as its "project," it shall provide the contract number for reference purposes.

The instructions for SF330 require certain project specific details for each of the five (5) projects presented in Section F of the SF330. In addition to the information required by the SF330 instructions, all project descriptions must include the following additional information in Box # 24:

• Contract number or numbers under which the firm performed the work.

• The type of contract under which the work was performed (Firm Fixed Price, Cost Reimbursable, or other).

• The total contract obligation amount including all modifications, award date, and period of performance for each contract or contracts that include the project work being described.

• The percentage of the contract amount performed by the prime offeror, JV partner, or team subcontractor.

• The starting and ending dates, or period during which the work being described was performed.

Firms should include information regarding the Secondary Selection Criteria in Section H of the SF 330. The SF 330 shall have a total page limitation of 75 printed pages with Section H limited to 25 pages, and Part II is excluded from the 75 printed page limit.

Double-sided sheets will count as two pages. Page sheets of 11 inches X 17 inches will be counted as 2 pages. For all SF 330 sections, use no smaller than 11 pt. font.

Additional Information to be Provided in Section H.

Joint Ventures

For any firm that is submitting as a joint venture, a copy of the fully executed

Joint Venture Agreement shall be included in Section H of the SF330. Signed Joint Venture Agreements will not count towards any page limitations. Member projects submitted without a signed Joint Venture Agreement will not be evaluated.

Contractor Teaming Agreements with Subcontractors

For any firm that is relying on subcontractor experience or qualifications in Section 3, a copy of the fully executed letter of commitment or teaming agreement shall be included in Section H of the SF330. Signed commitment letters or teaming agreements will not count towards any page limitations.

Teaming partner/subcontractor projects submitted without a signed commitment letter or teaming agreement will not be evaluated. The commitment letter or signed teaming agreement must be submitted even if the subcontractor is in some way affiliated with the firm (for example, the subcontractor is a subsidiary of a joint venture partner, or a subsidiary of a firm to which the joint venture partner is also a subsidiary).

Firms relying on subcontractor experience and qualifications in Section 3 shall submit a copy of the signed teaming agreement or binding letter of commitment between each team member. All teaming agreements and letters of commitment shall:

1) clearly identify the expected relationship, roles and responsibilities between the firms, Prime contractor, and of the subcontractor or other entity (type and proportion of work to be performed);

and

2) shall be signed by the appropriate individual(s) of each firm.

IMPORTANT: In order for the government to consider a subcontractor’s experience in the evaluation for experience and qualifications in Section 3, the subcontractor’s project experience and qualifications described in the SF330 must match that subcontractor’s roles and responsibilities described in the teaming agreement. Any project experience or qualifications not matching the portion of work to be performed by the subcontractor in the teaming agreement will not be evaluated.

Solicitation packages are not provided. This is a request for qualifications. This is not a request for proposal.

Firms shall submit their SF330 by 4:00 pm, 28 August 2026
