About this file

This is a Statement of Work (SOW) for a Requirements Analysis project to modernize Building 525 at Aberdeen Test Center under the U.S. Army Test and Evaluation Command (ATEC) G-4.

The project requires a comprehensive Requirements Analysis to address the 1941-era utility infrastructure in Building 525, which presents mission risks due to unreliable electrical power, inadequate HVAC systems, and absence of modern sewer and stormwater systems. The Consultant must conduct physical assessments and develop detailed cost estimates for electrical, mechanical, sewer, stormwater, and loading dock modernization efforts. Key deliverables include an RA out-brief/report, DD Form 1391 (fully completed and formatted for upload into the PAX Processor system), Sanitary Sewer and Stormwater system assessments, and Loading Dock assessments. All deliverables must include identified deficiencies, recommended Courses of Action (COAs), and rough order of magnitude (ROM) cost estimates for each COA. The Consultant must also participate in an in-person RA workshop at the site, coordinate with mission and Base representatives, review design and planning documents for UFC and regulatory compliance, and provide Subject Matter Expert support throughout the process.

The Period of Performance is 90 calendar days after Notice to Proceed, with completion defined as all contractual obligations except final As-Built drawings. The Contractor is authorized to work onsite 0700-1600 hours Monday through Friday (excluding every other Friday RDO) and must obtain security badges and provide escorts as required in the restricted area. Work must comply with Unified Facilities Criteria standards, Army Regulations, Executive Orders, Aberdeen Proving Ground design requirements, and applicable state regulations. The Contracting Officer retains sole authority to obligate the Government, with a Contracting Officer's Representative appointed to serve as the primary technical point of contact and inspection/acceptance authority.

U.S. Army Test and Evaluation Command (ATEC) G-4 Project Name: Building 525 Requirements Analysis (RA) Date: 03/23/2026

STATEMENT OF WORK (SOW)

PN: 110417

Project Name: Requirements Analysis (RA) – Repair Weapons Assembly Building 525

MISSION OBJECTIVE

This project will execute a comprehensive Requirements Analysis (RA) to modernize the electrical, mechanical, sewer, and stormwater infrastructure within Building 525 and improve the loading dock directly enhancing the mission-critical capabilities of the Live

Fire Directorate at Aberdeen Test Center (ATC).

The Directorate's core mission involves the vital proofing of weapon systems and precise measurement of cannon tubes and mortar tubes, which relies on high-precision instrumentation.

The current 1941-era utility infrastructure in Building 525 presents a direct risk to this mission by offering unreliable electrical power, which can compromise the accuracy and validity of test data. Furthermore, the inadequate HVAC systems fail to provide the stable and properly ventilated conditions necessary for the optimal performance and longevity of the high-precision measurement instruments, which limits production capacity and can affect the reliability of test data. The absence of a modern sewer and stormwater system and an inadequate loading dock further hampers the facility’s operational efficiency and safety.

The scope of this project includes a physical assessment of the existing electrical, HVAC, sewer, and stormwater systems, as well as the loading dock, followed by a requirements analysis to define the necessary upgrades. This analysis will ensure that all modernization efforts directly support the restoration of full mission capability and adhere to current safety and fire regulations.

The project will conclude with a final report containing distinct cost estimates for the required electrical, mechanical, sewer, stormwater, and loading dock scopes, providing a clear path to enhancing the directorate's ability to test and certify superior materiel for the warfighter.
