About this file
This is an Addendum #1 to a competitive sealed bid solicitation issued by the Gwinnett County Board of Commissioners, Department of Water Resources, for landfill disposal of bio-solids and grit and screenings on an annual contract with four renewal options. The contract requires hauling and disposal services from multiple water facilities: F. Wayne Hill Water Resources Center (70,000 tons of solids annually), Crooked Creek Water Reclamation Facility (15,000 tons of solids and grit/screenings), Yellow River Water Reclamation Facility (grit/screenings), and Lanier Filter Plant Facility (1,000 tons of solids via roll-off containers). The contractor must provide all necessary equipment including trailers, containers, and trucks, and must establish entrance and exit plans at each facility. The addendum addresses bidder questions regarding trailer requirements, equipment specifications, disposal locations (Richland Creek in Buford, Georgia and Pine Ridge in Griffin, Georgia), and clarifies that 26-foot box trucks are not acceptable. The contract term commenced January 1, 2023, through December 31, 2023, with four renewal options each including a 4% price increase.
The current service provider is Waste Eliminator, Inc., with a total bid price of $8,968,746.99 for the initial contract term. The cost tabulation reflects unit prices of $99.39 per ton for bio-solids hauling and $109.44 per ton for grit and screenings disposal. The addendum includes revised comprehensive insurance requirements totaling $8,000,000 in combined coverage, including statutory workers' compensation, commercial general liability ($1,000,000), auto liability ($1,000,000), and umbrella liability ($5,000,000), as well as environmental liability ($1,000,000) and specialized contractors' equipment insurance. All insurance carriers must maintain an A.M. Best Rating of A-5 or higher and be licensed by the Georgia Department of Insurance. Gwinnett County Board of Commissioners must be named as an additional insured on applicable policies, and all certificates of insurance must reference the specific bid and contract number BL141-23.
