Solicitation number
PE-77023-NONST-2023-000000009
Issued by
Gwinnett County, Georgia

About this file

This is an Addendum #1 to a formal solicitation issued by Gwinnett County Board of Commissioners for ballot printing and vote-by-mail ballot processing services on an annual contract. The addendum addresses twenty-three questions and answers submitted by prospective vendors regarding the scope of work outlined in the original bid documents. The solicitation encompasses multiple ballot types including advance ballots, election day ballots, and absentee ballots to be processed and mailed by the selected vendor. Estimated quantities for 2024 include 191,000 ballots with two cards per ballot for advance voting and 25,000 two-card ballots for election day use, with an additional 150,000 two-card absentee ballots to be mailed by the vendor. A pre-bid conference was held virtually on August 30, 2023, with attendance from vendors including Printelect, Runbeck Election Services, and Seachange, along with department representatives from the Department of Financial Services and Voter Registration and Elections Division. The county anticipated contract award between mid-October and early-November 2023, pending approval by the Gwinnett County Board of Commissioners. Formal bid submissions were required no later than 2:50 p.m. on the specified due date, with physical submission only—electronic submissions were not accepted.

The addendum clarifies critical operational requirements including ballot specifications, envelope formats, folding methods, packaging instructions, and delivery procedures. Key specifications include white carrier envelopes with yellow accents and Z-shaped folding for ballots with more than two panels, with proofs required within 48 hours of file receipt in PDF format. The vendor must process and mail the initial push of absentee ballots within 72 hours of receiving the print file, with flexibility provided through an agreed-upon initial file submission 7-10 days prior to the 72-hour deadline and a supplemental file for remaining instances. The county requires ballot tracking information submitted in Excel format broken down by current ballot location, file, voter zip code, delivery status, and in-transit records. Election day ballots must be shrink-wrapped in groups of 50 and sorted by precinct and ballot party, while absentee ballots processed in-house should be delivered shrink-wrapped by precinct with no more than 100 per pack. Advance notice of delivery must be provided at least 24 hours before shipment, with tracking information sufficient for UPS or FedEx deliveries. The solicitation includes voting instruction inserts in both English and Spanish without "I Voted" stickers, and the county reserves the right to modify instructions as needed for regulatory compliance.

ADDENDUM #1

BL138-23, Provision of Ballot Printing and Vote by Mail Ballot Processing Services on an Annual Contract

QUESTIONS & ANSWERS:

Q1. Can mail packets be mailed from the vendor’s local post office?

A1. Ballot packets can be mailed from the vendor’s local post office, except in instances where the County deems the ballot delivery turnaround will need to meet statutory ballot mail dates. In those instances, the County reserves the right to request the vendor mail packets from a local Gwinnett post office.

Q2. Can we reconfigure your envelopes to our equipment to optimize the insertion process?

A2. The format and layout of the envelopes should not be changed. However, the County will work with the selected vendor if minor margin or spacing adjustments are needed.

Q3. Can you provide PDF samples of your current envelopes?

A3. Please see attachments 2-4.

Q4. Could there be different ballot lengths in one election?

A4. Yes, while it is not common, there could be an instance of different ballot lengths in one election (primary).

Q5. How many versions and how many print colors are the Carrier and Return envelopes?

A5. Three; Carrier envelopes are white with some yellow, Oath/Return envelopes are white with some yellow, and Secrecy envelopes are white.

Q6. When do you plan on awarding the bid?

A6. The County anticipates award between mid-October and early-November, pending approval by the Gwinnett

County Board of Commissioners.

Q7. Pg 2: Once the print files are provided to the printer, proofs of the ballots must be provided to Gwinnett

County within 48 hours after the receipt of the print file. Is this a PDF proof or physical proof?

A7. PDF proof.

Q8. Pg 2-3: Prefilled test decks will be required. The pattern should be one blank ballot, one over voted ballot, and ballots with one mark per candidate, per race; not the pattern of one vote for the first candidate, two votes for second, etc. Test quantity will be determined by election. Prefilled test decks shall be shipped sorted by precinct and within precinct by card. Will you be supplying the prefilled test deck PDF, and this is the order that the ballots will arrive in the PDF?

A8. Yes, a prefilled test deck PDF will be provided to the vendor. It is expected that the print order will be the file order.

Q9. Pg 5: For ballots with more than two panels, folding a “z-shape” will allow for easier unfolding and scanning.

Will a double parallel fold be acceptable?

A9. Ballots with more than two panels should be Z-shape.

Q10. Pg 7: Special Instructions for delivery: Delivery agent to give advance notice of delivery at least 24 hours before delivery by phone to Elections Division. If materials are sent via UPS or FedEx as they do not merit a truck shipment, will tracking and estimated delivery times be sufficient?

A10. Tracking information is sufficient as long as 24 hours advance notice is provided.

Q11. Pg 11: The first push can take up to 72 hours for processing and mailing. – Is there any flexibility with the number of days for processing and mailing? To ensure nothing is rushed, our initial file turn time is longer than this.

A11. There is not flexibility with the number of days for processing. However, the County can submit to the selected vendor an initial file at an agreed upon time (typically 7-10 days) prior to the 72 hours and then provide a supplemental file of remaining instances that have been received since the initial file.

Q12. Pg 12: #1i.Voters receiving & delivered email notifications – Our tracking system provides all inbound and outbound tracking but does not currently include email notifications to voters. Is there any flexibility regarding this item? Do you have an example of what is sent to the voters?

A12. No tracking notification will need to be sent to voters by the vendor. Tracking information should be provided to the County.

Q13. Pg 12: #2 List files broken out by current ballot location, file, voter zip code. – Are you looking for report that is extracted on demand from the BalloTracking system? If so, do you have an example of what this looks like?

A13. Please see attachment 7. The ballot tracking report should be submitted to Gwinnett County Voter Registrations and Election in Excel format.

Q14. Could you please define these 3 different ballot types (Advance Ballots, election Day Ballots, Absentee

Ballots) and how they are packaged?

A14. Advance Ballots: Ballots used as provisional and emergency ballots during Advance in Person (early voting). These ballots will not need to be bound, the County will need twelve (12) sets and each set must contain approximately fifteen (15) copies of each ballot style.

Election Day Ballots: Ballots used as provisional, emergency and challenged ballots at polling locations on Election Day. These ballots must have the option of being shrink wrapped, usually in groups of 50, and will need to be sorted by precinct and ballot party when delivered. A minimum of 10% of active voters within a precinct will be ordered.

Absentee Ballots: Ballots used in-house to mail UOCAVA, provisional, replacement ballots, or anytime the County deems necessary to mail directly to voters. These ballots do not need to be bound and should be packaged by precinct/district combo and ballot party when delivered.

Q15. The packaging instructions on page 6 say: a. For precincts: 50 ballots are to be shrink-wrapped together by precinct; Do these above instructions above apply to the Advance Ballots and/or Election Day Ballots?

A15. The above-referenced instructions apply to Election Day precinct/polling location ballots only.

Q16. The packaging instructions on page 6 say: b. For absentee: no padding; ballots are to be shrink-wrapped by precinct with no more than 100 per pack; Aren’t all the Absentee ballots folded, inserted and mailed?

A16. Absentee ballots that are processed by the vendor must be folded, inserted and mailed. However, the

County processes some absentee ballots and all UOCAVA and provisional ballots in-house. These should be delivered to the County shrink-wrapped by precinct with no more than 100 per pack.

Q17. Are the ballot quantities on the Pricing Form a combination of all 3 ballot types per election?

A17. Section A of the Bid Schedule includes an estimate of all ballot types for all elections in 2024 for Advance

Ballots, Election Day Ballots, Absentee Ballots processed in-house. Section B of the Bid Schedule includes an estimate of all ballot types for all elections in 2024 for Absentee ballots to be mailed by the selected vendor.

Q18. What are the specifications for the Voting Instruction Inserts?

A18. Examples of standard voting instructions are attached. However, the County reserves the right to add and change voting instructions and inserts as needed to comply with codes and regulations.

Q19. Can you send a PDF of your current Voting Instruction Inserts?

A19. Please see attachments 5 and 6.

Q20. Do the Instruction Inserts have an “I Voted” sticker?

A20. No.

Q21. On the pricing document there is a column headed “DELVERY A.R.O.” What info are you expecting to see in that column?

A21. The delivery A.R.O. column is for the vendor’s expected lead time once an order is placed.

Q22. On Page 13 Lines 2 & 4 and Page 14 Line 3: The description indicates “Two Card”. Are the quantities listed the number of ballots or the number of cards? For instance, on Page 13 Line 4 would we be printing 25,000 or 50,000?

A22. The following are estimates:

Page 13 – Bid Schedule Section A, Line 2: 191,000 ballots x 2 cards per ballot = 382,000 total estimated prints Page 13 – Bid Schedule Section A, Line 4: 25,000 ballots x 2 cards per ballot = 50,000 total estimated prints Page 14 – Bid Schedule Section B, Line 3: 150,000 ballots x 2 cards per ballot = 300,000 total estimated prints

Q23. On Pages 8 and 9: There isn’t an indication of “Two Card” but we have the same question on quantities.

Is there a projection of which elections would be Two Card? If so, are the quantities listed the number of ballots or the number of cards? For instance, Page 9 General Election would we be printing 60,000 or 120,000 for Election Day ballots?

A23. The following are estimates:

Page 7: Presidential Preference Primary – Ballots are anticipated to be one card.

Page 8: General Primary and Nonpartisan General Election – Democratic, Republican and Nonpartisan ballots are anticipated to be two cards.

Page 8: General Primary and Nonpartisan General Election Runoff – All ballots are anticipated to be one card.

Page 9: General Election – Ballots are anticipated to be two cards.

Page 9: General Election Runoff – Ballots are expected be one card.

This addendum should be acknowledged in the space provided on page 14 of the bid documents. Failure to do so may result in your bid being deemed non-responsive.

Thank you, Jake Scarpone
