About this file
This is Addendum #3 to a formal solicitation issued by Gwinnett County Board of Commissioners for Vote by Mail Ballot Processing Services on an annual contract basis. The addendum provides a clarification to a previous response regarding the Intelligent Mail Barcode (IMB) requirements outlined in Section L, item d of the original bid document. The clarification specifies that Gwinnett County will require a second unique IMB that is trackable from the voter to the Elections office, in addition to the outbound carrier envelope IMB with tracking to the voter. Bidders are instructed to acknowledge receipt of this addendum on page 10 of the bid document. The deadline for formal solicitations is 2:50 p.m. on the due date specified in the notice, with physical submittals only accepted at this time.
The addendum indicates that Gwinnett County is open to considering alternative options from third-party vendors for return tracking and voter access to tracking information, provided such options are compatible with State of Georgia requirements. Firms currently on the Gwinnett County ineligible source list are prohibited from submitting bids or proposals, and any submittals from debarred, suspended, or ineligible entities will not be considered. This clarification addresses a technical specification question from a previous addendum and provides vendors with guidance on acceptable solutions for ballot tracking functionality in the vote by mail processing services.
