About this file
This addendum to contract solicitation BL100-21 provides clarifications from Gwinnett County Board of Commissioners regarding the provision of respite care services for county citizens on an annual contract basis. The document addresses twelve questions and answers covering operational requirements, staffing qualifications, and administrative procedures. Key clarifications include confirmation that activity records may be submitted electronically, unit pricing should be submitted on an hourly basis, and caregivers are not required to reside in Gwinnett County. The contract requires a Registered Nurse on staff to meet Georgia Private Home Care Provider Licensure requirements, though RNs are not mandated to conduct individual supervisory visits. Respite care services encompass tasks such as light housekeeping, personal hygiene assistance, toileting, socialization, medication reminders, and meal preparation, with each client receiving an individualized care plan.
The addendum clarifies that supervisory visits are contractually required for compliance purposes and are not compensable line items in the bid schedule. Caregivers must be certified, with Georgia Competency Tests for Certified Nursing Assistants meeting service requirements, and all certifications must be documented in personnel files. Upon contract award, the selected service provider must list Gwinnett County Board of Commissioners as the certificate holder on its insurance policy and must register with the federal System for Award Management (SAM.gov). The Grant Agreement number referenced for federal funding compliance is AG2211. Bidders must acknowledge receipt of this addendum on page 6 of the bid documents, and all formal solicitation submittals must be received by 2:50 p.m. on the specified due date in physical form, as Gwinnett County does not accept electronic submissions for formal solicitations.
