PROVISION OF CARPET AND UPHOLSTERY CLEANING SERVICES
I. SCOPE OF WORK
The purpose of this annual contract is to provide the services of carpet cleaning, protection, sanitizing, and upholstery cleaning for multiple departments and facilities throughout Gwinnett County. The types of flooring that will not receive cleaning includes but is not limited to tile floors, hardwood, VCT, LVT, or marble floors. Most of the upholstery will consist of seating in public areas of County facilities; however, other types of upholstery may need to be cleaned including but not limited to curtains, acoustic tiles, and sofas. The services will include two different work elements: 1) an Annual Program of Scheduled Cleanings to be performed with a set fee schedule and 2) On Demand and Emergency Services to be performed on request and billed on a time and material basis. Contract pricing shall be based on square footage for carpet and hourly rate for upholstery cleaning, spot cleaning, and carpet sanitization. Award may be made in entirety or in part.
Scheduled cleaning will vary by department and by facility. There is no guaranteed minimum annual scope of service. The requirements of each department are stated here with some general stipulations that apply to all departments. Most services will be scheduled in advance at a set time each year to complete full carpet and upholstery cleaning of an entire facility. Additional on-demand scheduled service may be requested and must be completed within one week of the request. These may be for smaller areas due to moves or additional cleaning of limited high traffic areas. The carpet square foot charge for scheduled service will be an all-inclusive rate and there will be no additional charge for equipment, supplies, administration, or overhead. Likewise, the upholstery cleaning charge will be an all-inclusive rate. Emergency service for spots or single pieces of furniture must be completed the same day if notified before noon or by noon the next day if notified after noon and will be priced the same as regular service plus a single emergency trip charge. There will be no trip charge for scheduled service.
Each department will have its own Department Representative to request, schedule, and coordinate cleaning and each department will handle billing separately. Most facilities operate seven days a week, and many are staffed on a 24-hour basis. Unless stated otherwise, facilities that are open to the public require after-hours scheduled cleaning. Selected contractor must accommodate these scheduling requirements and must have staffing available for night and weekend cleaning. Vendor must demonstrate that it has employed at least four (4) trained carpet cleaners regularly over the past three years and will be required to maintain this staffing level throughout the contract term.
For the Department of Support Services, the carpet cleaning process should be a dry-cleaning type process. The carpet and upholstery seating must be dry within a period of two (2) hours after cleaning.
The Department of Police Services will consider and evaluate dry cleaning, steam, and hot water extraction cleaning.
The Department of Fire and Emergency Services process shall be a truck-mounted steam system or comparable commercial portable system cleaning for all facilities.
A. Steam cleaning and hot water extraction type processes are acceptable for the Department of Support Services in these circumstances:
i. Carpet or upholstery will be dry within two (2) hours at locations and areas that are occupied continuously, or
ii. Carpet or upholstery will be dry overnight at locations and areas that are not occupied in the overnight hours, and
iii. When a steam or hot water cleaning schedule is approved by the Department Representative
B. The bonneting process is NOT acceptable at any location.
C. Furniture protectors such as plastic sheeting under chair and table legs shall be used when cleaning carpet or applying carpet protector.
BL097-23 Page 3
D. Steam cleaning extraction type is acceptable for the Department of Fire & Emergency Services:
i. Truck mounted commercial cleaner or comparable commercial portable system.
ii. Maintain a minimum of 212 degrees Fahrenheit.
iii. Maintain a minimum of 250 psi to apply and extract.
iv. Carpet or upholstery will be dry within two (2) hours at locations and areas that are occupied continuously.
v. Carpet or upholstery will be dry overnight at locations and areas that are not occupied in the overnight hours.
vi. Protectant application shall be applied after cleaning. It shall not be a part of the cleaning mixture used during the steam cleaning process.
The Department of Community Services will utilize carpet cleaning and protector application services on an “as needed” basis.
The Department of Water Resources will require carpet cleaning twice per year at each of their listed facilities.
Many facilities have security sensitive areas. Where assisted access is needed, the Department Representatives will not be required to remain longer than 15 minutes past the scheduled arrival time when not notified at least 24 hours in advance of a revision in the schedule, and no compensation will be made to the contractor for not being able to complete service.
Non-toxic chemicals must be used in cleaning the carpet and upholstery and in applying carpet protector and sanitizer. Material Safety Data Sheets on all chemicals used should be supplied with bid document. Failure to do so may result in rejection of bid.
After contract award but before work commences, contractor will be responsible for providing a list of equipment to be used for application of carpet protectors, carpet, and upholstery cleaning.
The carpet and upholstery cleaning is to be performed at the facilities listed in Section III, Current Locations. The square footage of each location is stated to show the scope and general nature of the contract and is the basis for the Bid Schedule Unit Price; however, carpet may not cover all the area stated.
For locations with more than 10,000 square feet of area needing cleaning, two (2) technicians will be required. For facilities that are 50,000 square feet or greater, the contractor must send at least four (4) technicians to complete work in a timely manner.
Contractor shall be required to vacuum all areas prior to scheduled cleanings.
The cleaning of carpet and upholstery at each location shall include two (2) cleanings and one (1) carpet protector application per year at each facility unless otherwise noted. Additional spot and emergency cleaning shall be on a “will call” basis. Fire & Emergency Services shall include one (1) cleaning and one (1) carpet protector application per year. Additional spot and emergency cleanings shall be on a “will call” basis.
It is strongly recommended that the contractor visit each location, or as many as time permits, before submitting a Bid in order to consider existing conditions, and to take measurements to determine the amount of work involved at each location. Most locations are open to the public during normal business hours. Should contractors have difficulty visiting a particular site, they may contact the Purchasing Associate listed on page 1 for further coordination.
The Contractor will be responsible for scheduling and coordinating cleaning schedules with Gwinnett County Department Representatives based on the requirements of each location.
The Contractor shall be responsible for notifying the appropriate Representative when scheduled times are revised.
BL097-23 Page 4
For most Police Facilities, the work must be conducted after normal business hours unless otherwise authorized by the Department Representative. The Department Representatives will not be required to remain longer than 15 minutes past the scheduled arrival time when not notified of a revision in the schedule. The Contractor’s employees will not have access to Police facilities without a Police Services Representative on the premises unless specifically approved in writing.
The work at Fire and Emergency Services locations MUST be conducted during the hours stated in Section III, Current Locations, and as advised by the Department Representative.
The Department Representative will identify to the Contractor any area rugs or mats that are to be included in the contract. Area rugs and mats should be cleaned on site but not on top of carpet. The area rug or mat is to be returned to the original position after cleaning and drying. No rugs or mats are to be removed from the facility.
Contractor is responsible for moving furniture, including but not limited to chairs, tables, wastebaskets, and any other item that can be moved easily in order to clean the carpet properly.
The office desk, file cabinets, bookcases, television stands, and bunkroom furnishings at the Fire and Emergency Services facilities are not included in the requirement for moving furniture. The Fire and Emergency Services Representative will have the option of moving these items if desired.
Arrangements shall be coordinated with department representatives when heavier items such as file cabinets, bookcases, and desks must be moved.
When cleaning is completed, the Contractor shall present a service ticket or other suitable form and obtain the signature of a facility employee or designated representative. The signed document shall be included with invoicing to avoid delays in payment of services. The Contractor shall advise the appropriate Department Representative immediately of any difficulties in obtaining an authorized signature.
