About this file
This document is an Addendum #2 for the Provision of Carpet and Solid Floor Replacement on an Annual Contract solicitation (BL078-24) issued by Gwinnett County, Georgia. The addendum changes the bid due date from June 18, 2024, to June 21, 2024, and provides clarifications on equipment rental, bid submission requirements, and allowable substitutions. The solicitation seeks bids for the provision of crack filler, moisture barrier, luxury vinyl plank flooring, modular carpet tile, and vinyl cove base, as well as demolition and installation services. Estimated annual quantities are provided for each item. The contract is set to begin on August 21, 2024, or upon Board of Commissioners approval, whichever is later, and may be renewed for up to four additional 12-month periods.
The revised bid schedule outlines unit pricing for the materials and labor, as well as the option for contractors to include a markup percentage for rental equipment. Gwinnett County requires pricing to remain firm for the initial term of the contract, and any proposed percentage increases or decreases for the renewal options must be stated. The solicitation does not require performance or payment bonds.

Addendum #2
BL078-24
Provision of Carpet and Solid Floor Replacement on an Annual Contract
The date to receive bids has been changed from 2:50pm on Tuesday, June 18, 2024, to 2:50pm on Friday, June 21, 2024.
Clarifications:
C1. If the contractor anticipates a need for renting equipment that is not part of the normal equipment used by carpet and solid floor replacement contractors, they may indicate their markup percentage on the Revised Bid Schedule. This markup does not include the cost of materials; this markup is for rental equipment ONLY. The contractor shall be capable of supplying all equipment normally needed to perform the requested service. Prior approval by the County representative and a copy of the rental receipt is required in order to receive reimbursement.
Please see the attached Revised Bid Schedule. Delete Pages 6-7 from your bid and replace them with Pages 6R-7R.
Please see the below summation of questions and answers for the above solicitation.
Questions:
Q1. The invitation to bid, page 1, paragraph 4 states "the insurance company must have a A.M.
Best rating of A-5 or higher." There are no ratings with numbers on the A.M. Best site. The ratings only have letters. Would an A- rating be equivalent to the County’s request here?
A1. Contractors can include the Certificate of Insurance in the bid response, and it can be included in the bid review process.
Q2: Are bonds required for this bid?
A2: No.
Q3: On page 2, in Section II, it states, “Any proposed substitutions should be submitted with the bid and must include specifications, colors, warranty, and any other information necessary for evaluation. Bid may be deemed non-responsive if this information is not provided.” What format should be used and is there any notion required to be added to page 6 Bid Schedule to ensure the bid is not disqualified for not completing this form?
A3: If bidding substitutions, contractors should submit all pertinent information, including specification sheets, warranty, colors, etc. If necessary, contractors may use additional sheets to include this information in their bid.
