About this file

This is an Addendum #1 to bid solicitation BL069-22 issued by Gwinnett County, Georgia, for the Bethesda Park Aquatic Center Duct & Lighting Replacement project. The addendum addresses twelve questions submitted by prospective bidders regarding project scope, execution, and specifications. Key clarifications include that the pool will remain operational during construction with the ability to close sections as needed, the lighting component is an alternate that may be accepted or rejected at the Owner's discretion, and work can proceed sequentially or concurrently at the contractor's discretion. The project requires removal of all abandoned electrical conduits back to the source of supply, replacement of all contactors with new units maintaining current settings, and placement of plywood protection on the pool deck to prevent damage to drains and skimmers. Contractors are responsible for any damage resulting from project work. The addendum also references special provisions regarding work hours and contractor eligibility found in the front-end specifications and section 26 5000-2.

Regarding product requirements, any lighting fixtures or equipment not specifically named in the contract documents require a substitution request for Gwinnett County approval, with equivalent items accepted only if they meet all specified standards of quality and purpose. The specified lighting fixtures are ETL listed for power quality compliance. The addendum clarifies that electrical contractors may bid as standalone entities, subject to requirements outlined in the special provisions. A pre-bid conference was held with an attendee sign-in sheet provided as an attachment. Gwinnett County's standard submission requirements apply, including the 2:50 p.m. deadline on the due date and prohibition against electronic submittals for formal solicitations. Firms on the Gwinnett County ineligible source list are barred from submitting bids during any debarment or suspension period.

ADDENDUM #1

BL069-22, Bethesda Park Aquatic Center Duct & Lighting Replacement

QUESTIONS:

Q1. Who has the controls for the facility?

A1. The scope of work for this project will not interface with the building controls.

Q2. What are the designated work hours at the site?

A2. See paragraph 4 of the special provisions in the front-end specifications.

Q3. Will be the pool be shut down?

A3. No, the pool will not be shut down completely, but the awarded bidder will be allowed to close sections off as needed. Awarded bidder shall be responsible for maintaining safety barricades to keep the public out of areas under construction.

Q4. Are lighting alternatives allowed?

A4. A request for substitution will be required for any product not named. Gwinnett County will review requests for substitution to ensure that they meet the specified requirements. Refer to section 26 5000-2 in the specifications. Equivalent Items may be accepted if they meet all standards of quality and purpose for the intended use, as determined by Gwinnett County.

Q5. Are there any lift restrictions?

A5. The pool deck will support a standard lift weight, though the awarded bidder will need to place plywood down to avoid damage to the drains or skimmers. Awarded bidder shall be responsible for damage to the pool or deck as a result of the work being performed.

Q6. Will the lighting be done as a separate project from the duct work?

A6. The lighting portion of the project is an alternate and may be accepted or rejected based on Owner discretion. If the alternate is accepted, it will be combined into the project as one contract with one overall schedule. The work being performed can occur sequentially or concurrently at the awarded bidder’s discretion.

Q7. Will the lighting equipment be replaced by the same equipment/models?

A7. See response to question #4, above.

Q8. What is the meaning for taking down all the electrical piping for the lighting?

A8. The awarded bidder shall remove all abandoned conduits back to the source of supply (panelboard).

Q9. Can existing electrical piping be re-used?

A9. Bidders should bid the project as it is shown in the Contract Documents. Should any existing lighting infrastructure be able to be reused, the awarded bidder may provide that deleted work as a proposed change order to credit the value back to the Owner, if agreed to.

Q10. Are there any problems with harmonics in the building?

A10. The specified lighting is ETL listed, so the fixtures should be in compliance with the required power quality.

Q11. Will the contactors need to be replaced?

A11. Yes, awarded bidder to replace them with new. They should be reinstalled with connections and settings as they are currently.

Q12. As an Electrical Contractor, will we be able to bid as a standalone or do we need to go under a General

Contractor?

A12. See paragraph 2 of the special provisions in the front-end specifications.
