About this file

This document is an addendum to a state and local government solicitation for the Buford Highway CIP Replacement - Section C project. The project involves the installation of approximately 11,500 LF of 16-inch ductile iron water main along Buford Highway between Old Peachtree Road and Sugarloaf Parkway, including branch connections, tie-ins, abandoning existing parallel cast iron water mains, service line reconnections, traffic control, erosion control, and site cleanup. The addendum provides clarifications, modifications to the bid form and table of contents, and responses to various contractor questions regarding casing pipe sizes, fire hydrants, compaction testing, contractor sequencing, and other project details.

The addendum indicates that there is approved funding for this project, and award will be made to the lowest responsive and responsible bidder. It also notes that the county will provide construction inspection, while material testing will be performed by a firm selected by the county. The addendum addresses various contractor concerns related to weather delays, unsuitable soils, and sequencing, as well as provides details on the county's requirements for backfill compaction, valve exercising, and tree clearing.

Q7.

Per Gwinnett DWRs posted standard specifications: 3.6.5 RESILIENT SEATED GATE VALVES At the Contractor’s option, 12” and larger resilient seated gate valves conforming to AWWA C-509, may be substituted for 12” and larger butterfly valves. GCDWR shall be informed of the proposed substitution prior to installation. Will Resilient Wedge Gate Valves be an acceptable substitution for the 16” isolation valves for this project as has been indicated in the past?

A7.

Base bids on 16” butterfly valves as shown on the drawings and in the bid form.

Q8.

Will Resilient Wedge Gate Valves manufactured to the ANSI/AWWA C515-15 American Water Works Association standard for Reduced-Wall, Resilient-Seated Gate Valves for Water Supply Service be accepted for this project? This standard is an update to the referenced AWWA C509 standard for gate valves and has been approved/accepted for past projects by Gwinnett DWR.

A8.

Bids shall conform to 33 12 16.2.3 “Gate Valves”.

Per the project’s specifications: 2.2 HYDRANTS A. Fire hydrants shall be manufactured in full compliance with the American Water Works Association Standard for Dry - Barrel Fire Hydrants, C502-80, and as herein amended. Hydrants approved for use are American Flow Control B -62-B, M&H 129, Mueller IMP-PRT2, Clow Medallion, U.S. Metropolitan 250 M-94, or EJ 5CD250, or equal.

Would the utility accept either the American Flow Control B-62-B (highlighted above) or the American Flow Control B-84-B fire hydrant which adheres to all the standards and has been accepted and used by Gwinnett DWR in the past?

Fire hydrants manufacturer and model shall conform to 33 12 19.2.2.A.

There are several open cut steel casing pipe installations proposed across Buford Highway however several of the traffic control specifications and notes indicate only ½ of the roadway can be closed at a time without county approval. Will the County allow more than ½ the roadway to be closed if requested and approved by DOT? Will the County allow night work for these crossings and provide testing personnel at no cost to the contractor?

Base bids on maintaining ½ the road open at all times. Contractor requests for overtime work, including night work, will be considered on a case by case basis during the project, and shall be subject to the applicable requirements specified in Specification 01 00 00, Paragraph 3.23 “Overtime Work”.

Q9. Specification Section 01 00 00-16-3.44A (General Requirements: Work in Inclement Weather) states “The Contractor shall take into account historical weather conditions and potential difficulties that may be encountered for completing the Work demonstrated in the work schedule.

The contractor shall provide adequate protection against unfavorable weather to the satisfaction of GCDWR. Weather shall not be grounds for contract extension of available workdays unless, such should be most adverse, and reasonable effort to perform the Work is exercised, and affected construction activities lie on the critical path of the current, approved Project Progress Schedule.”

This statement indicates that only significant weather events would constitute a delay. However, ATSA standards do not allow for flagging operations to be permitted during low visibility or weather that would cause reduced traction. Will the County approve additional time extension for days where weather impacts the contractor’s ability to work within the ROW or conduct Single Lane Closure due to GDOT/ATSA Safety regulations.

A9. See General Conditions Section 12.02 “Change of Contract Times” and Section 12.03 “Delays”.

However, Specification Section 31 23 00-19-3.9.7 States backfilling shall not be performed in freezing weather (below 32 Degrees Fahrenheit) except by permission of GCDWR and shall not be done with frozen material or upon frozen material. Based on this backfill specification would freezing temperatures qualify for an extension of available workdays? Is it the intention of the County to not allow the contractor to backfill when air temperature is 32 degrees or less?

A10. See General Conditions Section 12.02 “Change of Contract Times” and Section 12.03 “Delays”.

Q11. Would a 24” Steel casing pipe be acceptable in lieu of the proposed 36” Steel casing pipe at the various open cut roadway and creek crossings on the project to reduce costs for the county?

A11 Casing sizes shall be bid based on the specified diameters. Contractor proposals to reduce the casing diameter and provide a cost deduction can be evaluated after Notice to Proceed is given by

GCDWR.

Q12. Will any additional permitting or easements be required for the existing line abandonment as the current LOD on the construction drawings does not encompass all of these areas? Is the contractor allowed to access all areas where line abandonment is to take place?

A12. No additional permitting or easements are required.

Q13. What firm will be providing the on-site inspectors for construction inspection and material testing throughout the construction phase of this scope of work?

A13. GCDWR has not yet selected the material testing firm. Construction inspection will be performed by GCDWR staff.

Q14. Specification Section 31 23 00 3.54C.1 states “All excavation is considered unclassified. Include all cost of rock excavation (Excavating, blasting, loading, hauling, crushing, backfilling, and/or disposing) in the lump sum or unit price bid amount for associated work”. While the Schedule of Values Bid item #3 for Rock Removal, there is no bid item to account for unsuitable soils within the excavation that would need to be replaced with stone or imported fill to provide adequate bedding. Will GCDWR provide an additional line item to bill for unsuitable soil or are we expected to carry the potential cost for this within other installation line items?

A14. See ODW Item 5 “Earth Excavation” in Part 2 of the Bid Form.

Q15. Have all valves for the existing water main been exercised to ensure they don’t delay contractors’ ability to facilitate the proposed commissioning of the new water and sequencing the abandonment of the existing line?

A15. Assume existing valves operate adequately for bidding purposes.

Q16. Specification Section 31 23 00 3.9C states the following regarding compaction testing requirements for Final Backfill in both paved and unpaved areas. “Final backfill under paved areas shall be placed in lifts not to exceed eight inches (8”) and shall be compacted to a density of not less than 95% of maximum dry density, as determined by Standard Proctor (ASTM D698). Final backfill in unpaved areas within road right-of-way shall be placed in lifts not to exceed eight inches (8”) and shall be compacted to a density of not less than 90% of maximum dry density, as determined by Standard Proctor (ASTM D698). Final backfills in unpaved areas outside of road right-of-way shall be placed in lifts not to exceed eight inches (8”) and shall be compacted to a density of not less than 85% of maximum dry density, as determined by Standard Proctor (ASTM D698). Final backfill material shall be free of clods, organic matter, rubbish, or other unsuitable material. Rocks larger than four inches (4”) in diameter must be placed to the sides of the trench.

Rocks larger than twelve inches (12”) are not allowed.” Will every 8” lift of our backfill operation in the final backfill zone of the trench be subject to the testing requirements listed or will this be selected randomly at the request of GCDWR’s material testing firm?

A16. The contractor is responsible for meeting or exceeding the contract compaction requirements regardless of the extents of compaction testing that is performed. Areas that fail compaction or areas that show settlement or trench failure after trench backfilling and/or pavement reconstruction shall be subject to re-excavation, re-compaction, and pavement restoration at the contractor’s sole cost.

Q17. Does GCDWR have any information regarding a preferred sequence, start locations, or critical tie-ins that the contractor should include in their proposed bid schedule to prevent any potential delays to the critical path of the project?

A17. The sequence of construction shall be reflected in the schedule submitted for GCDWR review and approval per Specification 01 00 00.1.6, Specification 01 11 00.1.2, and Specification 01 33 00.2.2.

GCDWR does not otherwise have further sequencing requirements.

Q18. Is GCDWR aware of any power line maintenance work to be completed prior to the potential start date of this project that would reduce the tree surgeon work required along the proposed alignment? Additionally, will GCDWR give any consideration to the addition of a clearing line item within the proposed Schedule of Values or should or are we expected to carry the cost for this within other installation line items?

A18. GCDWR has no information regarding power line maintenance work within the project limits.

Clearing is included in the unit price bid for the pipe installation per Specification 01 22 15.11, Paragraph 29.

Q19. Can Detail S1, General Note 49, Sheet G0.03 be provided?

A19. See attachment A4.

Q20. Is 2” Municipex allowed to be installed in lieu of 2” steel at STA 108+86?

A20. Bids shall be based on the material specified.

Q21. Is there a Bid Item #40 on the bid form?

A21. See attachment A5.

Q22. Can requirements/details for double poly-wrapped pipe be provided, i.e., color, V-Bio, etc. as shown on Sheet C1.13?

A22. Poly-wrapped pipe installation shall conform to Specification 33 11 13.05, Paragraph 2.H.2.

Q23. The contract drawings Show “Class ‘D’ Bedding and Initial Backfill detail (Sheet CD.01 Detail G3) will there be any other bedding classifications expected for this scope of work? If so, can GCDWR please provide any and all details of the expected backfill requirements for bidding purposes?

A23. Detail G3 governs installation outside roadway limits. See Details on Sheet CD.03 for paved area trenching and pavement restoration requirements that have been approved by GDOT.
